Based on Clause 1, Article 6 of the Regulations on the Standards for the Position of Trade Union Leaders and Managers at All Levels issued together with Decision 3169/QĐ-TLĐ in 2021, the standards for members of the executive committee, standing committee, and inspection committee of the grassroots trade union in Vietnam are as follows:

1. Members of the executive committee, standing committee, and audit committee of the grassroots trade union:

- Have a good understanding of the industry, profession, production, business, and activities of the agency, unit, and enterprise; have prestige, are trusted by the majority of trade union members and workers; have the ability to apply the Party's guidelines and policies, the laws of the State, and the policies of the locality, industry, unit, and trade union to represent and protect the legitimate rights and interests of trade union members and workers in the agency, unit, and enterprise.

- For members of the standing committee (if any), they need to meet additional standards in terms of skills and outstanding professional skills; have the ability to organize and manage the activities of the grassroots trade union to meet the requirements of the task.

- In terms of age: For personnel who are professional trade union staff, personnel at the specialized agencies of the Party, mass organizations, government management agencies, public service units, and state-owned enterprises must meet the requirements for age of appointment and recommendation for candidacy according to the regulations of the Party, the laws of the State, and the regulations of the General Confederation of Labor. Personnel at agencies, units, and enterprises outside the state sector are decided by the competent authority, but ensure that at the time of recommending for the first time, the maximum age is not more than 70 years old for men and 65 years old for women.

Based on Clause 2, Article 6 of the Regulations on the Standards for the Position of Trade Union Leaders and Managers at All Levels issued together with Decision 3169/QĐ-TLĐ in 2021, the standards for the chairman and vice chairman of the grassroots trade union in Vietnam are as follows:

2. President and Vice President of the Grassroots Trade Union:

- Meet all the standards of the executive committee member of the same level trade union, and at the same time meet the following standards: Energetic, dedicated, responsible, have the ability to lead, manage, and operate the activities of the executive committee.

- Have the ability to concretize the programs, resolutions, and plans of the higher-level trade union for implementation at the grassroots; have the ability to gather and attract workers.

- Have negotiation skills; have the courage, understanding of the characteristics of the unit, enterprise, and the ability to coordinate well with the employer in organizing and implementing the activities of the grassroots trade union;

- Have participated and completed well the tasks at the position of trade union organizer or have outstanding achievements in production and labor. For the president and vice president of the grassroots trade union who are professional trade union staff, they must have a university degree or above.

Based on Clause 8, Article 5 of the Regulations on the Standards for the Position of Trade Union Leaders and Managers at All Levels issued together with Decision 3169/QĐ-TLĐ in 2021, the standards for members of the executive committee in the executive committee of the trade union directly above the grassroots in non-state-owned enterprises affiliated to the provincial labor federation in Vietnam are as follows:

8. The standards for members of the executive committee, members of the audit committee, and other positions in the executive committee and audit committee of the trade union directly above the grassroots in non-state-owned enterprises affiliated to the provincial labor federation and central industry are applied according to the standards specified in this article and the project approved by the competent authority.
