Based on Clause 1.a Article 4 of the Regulations on the Qualifications for Leadership and Management Positions of Trade Union Cadres at All Levels, issued together with Decision 3169/QĐ-TLĐ in 2021, the qualifications for the work capacity of members of the executive committee of the provincial and central trade union are as follows:
1. Members of the executive committee of the provincial and central trade union
a) About work capacity
- Must have a basic knowledge of the following fields: economics, politics, law, and practical understanding, to promptly grasp new issues arising among members, workers, and trade union activities in the locality, industry, and unit; be able to propose and participate in building resolutions, policies, and work programs of the executive committee.
- Has the ability to concretize the resolutions of the Party, policies, laws of the State, resolutions, and working policies of the General Confederation of Labor into programs and plans to organize and implement effectively in the locality, industry, and unit.

What are the qualifications for the education level of members of the executive committee of the provincial and central trade union in Vietnam?
Based on Clause 1.b, Article 4 of the Regulations on the Qualifications for Leadership and Management Positions of Trade Union Cadres at All Levels, issued together with Decision 3169/QĐ-TLĐ in 2021, the qualifications for the educational level of members of the executive committee of the provincial and central trade union are as follows:
b) About educational level
- Cadres who are full-time trade union cadres at the level above the immediate grassroots level or cadres at specialized agencies of the Party, mass organizations, state management agencies, public service units, and state-owned enterprises must have a university degree and a junior college degree in political theory or higher.
- Cadres who are grassroots trade union cadres must have a university degree or higher; if they are direct production workers, they must have a junior college degree or above or a 3/7 or equivalent skill level or higher according to the characteristics of the worker's profession.
What are the qualifications for the experience in leadership, management, and trade union work of members of the executive committee of the provincial and central trade union in Vietnam?
Based on Clause 1, Point c, Article 4 of the Regulations on the Qualifications for Leadership and Management Positions of Trade Union Cadres at All Levels, issued together with Decision 3169/QĐ-TLĐ in 2021, the qualifications for the experience in leadership, management, and trade union work of members of the executive committee of the provincial and central trade union are as follows:
c) About experience in leadership, management, and trade union work
- Cadres at the departments of the provincial and central labor unions must hold the position of department head. In the case of deputy positions, cadres must hold the position of deputy for at least 1 year.
- Cadres at specialized agencies of the Party, mass organizations, state management agencies, public service units, and state-owned enterprises must hold a leadership and management position with a salary equivalent to that of a department head of the provincial and central labor unions for at least 1 year.
- Cadres at the level above the immediate grassroots level must hold the position of chairman. In the case of vice-chairman, cadres must hold the position of deputy for at least 1 year and be planned for the position of chairman.
- Cadres at the grassroots level must be the chairman of the grassroots trade union for at least 1/2 of the term (30 months) or more; in the case of personnel structure at the grassroots trade union of enterprises, it is necessary to choose places with a large number of members compared to the average of the locality, industry, with at least 200 members or more.
- Cadres who are workers directly involved in production must be core members, leading in activities organized by the executive committee of the grassroots trade union, and have been rewarded for excellent achievements in trade union activities by the immediate higher-level trade union.
