Ensure full compliance with the standards of executive committee members at the same level and meet the following criteria:
a) Capacity for work
- Possess political integrity, moral qualities, intelligence, fighting spirit, exemplary leadership and management capabilities within the executive committee; have the ability to synthesize, analyze, contribute intellectual input to the collective leadership of the executive committee, participate in building and organizing the successful implementation of resolutions of the executive committee.
- Have the ability to provide advice, guide, coordinate, summarize programs and plans set by the congress, executive committee, and executive board.

According to Point b, Clause 2, Article 5 of the Regulations on Standards for Titles of Trade Union Leaders and Managers at all levels, issued together with Decision 3169/QD-TLD in 2021, the criteria for leadership experience, management, and trade union work for higher-level executive committee members who directly oversee the grassroots level in Vietnam are as follows:
b) Leadership experience, management, and trade union work
- Personnel who are trade union officials specialized at the higher-level trade union directly overseeing the grassroots level must have at least 1 year of experience participating in the executive committee at the same level.
- Personnel at specialized agencies of the Party, mass organizations, state management agencies, public career units, and state-owned enterprises must hold leadership or equivalent positions of vice chairman of the trade union at the same level or higher.
- Personnel in non-state-owned enterprises or businesses must hold the position of chairman of the grassroots trade union, have at least 1 year of experience participating in the executive committee of the higher-level trade union directly overseeing the grassroots level, and not concurrently hold management positions in the unit or enterprise.

4. Higher-level trade union vice chairman who directly oversees the grassroots level
Meet the standards of the executive committee members and executive board members of the higher-level trade union directly overseeing the grassroots level, as well as the requirements for qualifications and capacity for the position of vice chairman of the district labor federation and equivalent positions according to the current regulations on the job position list for officials of the Vietnam General Confederation of Labor. Additionally, meet the following criteria:
a) Capacity for work
- Have a solid grasp and the ability to apply the Party's viewpoints, policies, and laws of the State in leading and directing the implementation of trade union work in the assigned areas and domains.
- Have a leadership style and working methods; have credibility and the ability to unite, gather, and organize workers' movements and trade union activities at the local, sectoral, and unit levels.
b) Have at least 3 years of experience in a specialist position or equivalent (excluding probationary period) and have been evaluated as having performed well in their duties.
