What are regulations on the payroll of civil servants in public non-business units under the Ho Chi Minh Department of Culture and Sports?

Pursuant to Article 6 of the Regulation on functions, tasks, powers and organizational structure of the Department of Culture and Sports of Ho Chi Minh City issued together with Decision 33/2022/QD-UBND of Ho Chi Minh City stipulating the payroll of civil servants in public non-business units under the Ho Chi Minh Department of Culture and Sports as follows:

1. The payroll of civil servants and the number of people working in public non-business units under the Department are assigned on the basis of job positions, associated with functions, tasks and scope of activities and in the total payroll of civil servants and non-business staff of the Department assigned by the People's Committee of Ho Chi Minh City.

2. Based on the functions, tasks, organizational structure and list of job positions, the structure of civil servant ranks, the structure of public employees by professional titles approved by the People's Committee of Ho Chi Minh City. Annually, the Department prepares a plan on the staffing of civil servants and the number of people working in public non-business units and submits it to the People's Committee of Ho Chi Minh City for consideration and decision in accordance with law.

What are regulations on the working relationship of the Ho Chi Minh Department of Culture and Sports with the Ministry of Culture, Sports and Tourism?

Pursuant to Article 7 of the Regulation on functions, tasks, powers and organizational structure of the Department of Culture and Sports of Ho Chi Minh City issued together with Decision 33/2022/QD-UBND of Ho Chi Minh City stipulating the working relationship of the Ho Chi Minh Department of Culture and Sports with the Ministry of Culture, Sports and Tourism as follows:

1. The Department of Culture and Sports is subject to the professional guidance and inspection of the Ministry of Culture, Sports and Tourism, and is responsible for reporting the plan and results of activities according to regulations to the Ministry of Culture, Sports and Tourism. Attend professional meetings and trainings convened by the Ministry of Culture, Sports and Tourism.

2. The Director of the Department shall submit to the People's Committee of Ho Chi Minh City before proposing to the Ministry of Culture, Sports and Tourism the contents related to the guidelines and policies of Ho Chi Minh City.

3. The Director of the Department reports and consults with the People's Committee of Ho Chi Minh City before implementing major policies of the Ministry of Culture, Sports and Tourism. The major policies of the People's Committee of Ho Chi Minh City are related to industry management, the Director of the Department must report to the Ministry of Culture, Sports and Tourism for guidance on professional expertise.

In case the Ministry of Culture, Sports and Tourism has not yet agreed with the policy of the People's Committee of Ho Chi Minh City or the guidelines and regulations of the Ministry of Culture, Sports and Tourism, the Department considers it inappropriate. In line with the actual situation of Ho Chi Minh City, the Director of the Department promptly reported to the People's Committee of Ho Chi Minh City with specific recommendations for the People's Committee of Ho Chi Minh City to work with the Ministry of Culture, Sports and Tourism or propose the Prime Minister to consider and decide.

What are regulations on the working relationship of the Ho Chi Minh Department of Culture and Sports with the People's Council of Ho Chi Minh City? 

Pursuant to Article 8 of the Regulation on functions, tasks, powers and organizational structure of the Department of Culture and Sports of Ho Chi Minh City issued together with Decision 33/2022/QD-UBND of Ho Chi Minh City stipulating the working relationship of the Ho Chi Minh Department of Culture and Sports with the People's Council of Ho Chi Minh City as follows:

The Director of the Department is responsible for reporting, presenting or providing documents at the request of the People's Council of Ho Chi Minh City; answering questions and recommendations from delegates of the People's Council of Ho Chi Minh City on issues related to culture, family, sports and advertising in Ho Chi Minh City.
