What are operating principles of the Steering Committee on Digital Transformation of the Ministry of Industry and Trade of Vietnam?

Pursuant to Article 2 of the Regulation on operation of the Steering Committee for Digital Transformation of the Ministry of Industry and Trade issued together with the Decision 574/QD-BCT in 2023 stipulating operating principles of the Steering Committee on Digital Transformation of the Ministry of Industry and Trade of Vietnam as follows:

Operating principles

1. The Steering Committee works on the principle of democratic centralism, publicity and is headed by the Head of the Steering Committee.

2. The Steering Committee and its members do not replace the functions and tasks of the units and the heads of the units under the Ministry.

3. Uphold the individual responsibility of the members in the activities of the Steering Committee and in the performance of their assigned responsibilities and tasks; handle the work in accordance with the authority and responsibility assigned, in accordance with the order and procedures prescribed by law and this Regulation.

4. The members of the Steering Committee actively handle work during the implementation of digital transformation tasks at the Ministry of Industry and Trade.

5. Ensure requirements for work coordination and exchange of information in job settlement according to assigned functions, tasks and powers.

Thus, the operating principles of the Steering Committee for Digital Transformation of the Ministry of Industry and Trade are as follows:

- Working on the principle of democratic centralism, publicity and led by the Head of the Steering Committee.

- The Steering Committee and its members do not replace the functions and tasks of the units and the heads of the units under the Ministry.

- Uphold the personal responsibility of the members in the activities of the Steering Committee and in the performance of their assigned responsibilities and tasks; handle the work in accordance with the authority and responsibility assigned, in accordance with the order and procedures prescribed by law and this Regulation.

- The members of the Steering Committee proactively deal with tasks during the implementation of digital transformation tasks at the Ministry of Industry and Trade.

- Ensure the requirements of work coordination, information exchange in solving work according to the assigned functions, tasks and powers.

What are duties and powers of the Standing Member of the Steering Committee on Digital Transformation of the Ministry of Industry and Trade of Vietnam?

Pursuant to Article 6 of the Regulation on operation of the Steering Committee for Digital Transformation of the Ministry of Industry and Trade issued together with the Decision 574/QD-BCT in 2023 stipulating duties and powers of the Standing Member of the Steering Committee on Digital Transformation of the Ministry of Industry and Trade of Vietnam as follows:

- Act as the focal point to organize the implementation of the Ministry's digital transformation tasks; Assist the Chairman and Standing Deputy Head of the Committee in directing, developing and organizing the implementation of the Steering Committee's annual program, work plan and inspection plan; preliminary review and assessment of the situation and results of implementation of key tasks and solutions on digital transformation of the Ministry;

Monitor, urge and report to the Head and Deputy Head of the Committee on the results of the implementation of programs and plans of the Steering Committee and the conclusions and direction of the Head and Deputy Head of the Committee; act as the focal point for organizing the implementation of the task of advising on guidelines, strategies, mechanisms and policies to promote digital transformation at the Ministry.

- Help the Head and Deputy Head of the Committee to coordinate, urge and inspect the implementation of strategies, mechanisms and policies to promote digital transformation, ensure effectiveness, integrate and synchronize with strategies and programs other programs and plans of the Ministry.

- Directi the preparation of meetings of the Steering Committee, the working meetings of the Heads and Deputy Heads of the Committees in the assigned fields; Under orders to sign notices, meeting minutes of the Steering Committee and documents related to the organization and operation of the Steering Committee according to the assigned functions and competence.

- Submit to the Head of the Committee to establish the Working Group and assign tasks to the members of the Working Group.

- Perform other duties assigned by the Head of the Department and the Standing Deputy Head of the Committee.

Can a member of the Steering Committee on Digital Transformation of the Ministry of Industry and Trade who cannot attend the meeting authorize someone to attend the meeting?

Pursuant to Article 7 of the Regulation on operation of the Steering Committee for Digital Transformation of the Ministry of Industry and Trade issued together with the Decision 574/QD-BCT in 2023 stipulating duties and powers of members of the Steering Committee on Digital Transformation of the Ministry of Industry and Trade of Vietnam as follows:

Members

1. Advise the Head and Deputy Heads of the Committee on tasks related to digital transformation under the management of the unit and the Ministry.

2. Directly direct and take responsibility before the Head of the Committeet in organizing the implementation of digital transformation tasks assigned by the Ministry; direct the integration of digital transformation contents into strategies, programs, plans and projects of sectors and fields managed and presided over by agencies and units for implementation.

3. Give opinions on issues related to digital transformation serving the management of the Ministry, the PAR index of the Ministry.

4. Timely report to the Head and Deputy Head of the Committee on issues arising during the implementation of assigned tasks; propose initiatives and solutions to remove obstacles and difficulties to promote digital transformation at the Ministry.

5. Attend all meetings of the Steering Committee; in case of not being able to attend, must report and get the consent of the meeting chairperson; in case of authorizing a meeting participant to participate in written comments; be responsible for implementing the opinions and conclusions of the Head and Deputy Head of the Committee related to the fields under their charge.

6. Members of the Steering Committee are entitled to assign the focal point unit to preside over and mobilize the contingent of cadres, civil servants and public employees of their agencies and units in performing the tasks assigned by the Head and Deputy Heads of the Committee; coordinate with the Assisting Group in performing tasks; report to the Head and Deputy Heads of the Committee on the implementation results.

7. The Director of the Department of E-commerce and Digital Economy directly performs the role of Team Leader assisting the Steering Committee, advising on guidelines, strategies, mechanisms and policies to promote digital transformation at the Ministry. The head of the assisting group may gather members of the assisting group and mobilize good experts to work together in a certain time to research and edit projects, draft legal documents and perform other assigned tasks.

8. Appoint good cadres and experts to join the Steering Committee's assisting group.

9. Perform other tasks assigned by the Head of the Department and the Deputy Head of the Committee.

Therefore, a member of the Steering Committee on Digital Transformation of the Ministry of Industry and Trade who cannot attend the meeting is permissible to authorize other people to attend the meeting for him/her by writing.
