What are ethical standards of archival public employees in Vietnam?
Pursuant to Article 4 of the Circular 07/2022/TT-BNV stipulating ethical standards of archival public employees in Vietnam as follows:
1. Have honesty, objectivity, dedication, responsibility, humility, solidarity, and effective coordination with colleagues in the process of performing tasks.
2. Comply with regulations on authority, order and procedures in performing archival business processes.
3. Maintain confidentiality of information and documents in accordance with laws and regulations of agencies, organizations and units.
4. Actively research and propose the application of scientific and technological achievements and initiatives to archival work.
What are bases and principles for organizing examinations or considering promotion to archival public employees in Vietnam?
Pursuant to Article 5 of the Circular 07/2022/TT-BNV stipulating bases and principles for organizing examinations or considering promotion to archival public employees in Vietnam as follows:
1. The nomination of a public employee specialized in archiving to participate in the examination or consideration for promotion of professional titles must be based on the job position, professional title standards and comply with the structure of public employees according to the professional title of the public non-business unit approved by the competent authority.
2. Public employees specializing in archiving may register for exams or consider for promotion to professional titles when the public non-business units have demand and fully satisfy the criteria and conditions as prescribed by law.
3. The organization of examination or consideration for promotion of professional titles of public employees specialized in archiving must comply with the principles of equality, publicity, transparency, objectivity and lawfulness.
4. The results of the examination or consideration for promotion of professional titles of specialized public employees are not reserved for the next exams or promotion consideration.
What are regulations on main archivist specialized in archiving - Code: V.01.02.01 in Vietnam?
Pursuant to Article 6 of the Circular 07/2022/TT-BNV stipulating as follows:
1. Mission
a) Preside over or participating in the development of documents and documents providing professional guidance, plans, programs, schemes and projects on archival;
b) Preside over or participating in the development and administration of the database of electronic archives and a system of search tools;
c) Preside over or participating in the development and completion of archival business processes;
d) Assume the prime responsibility for or participate in the development of scientific topics and works on archival and related fields;
dd) Organize the implementation of activities: collection, collection of archival materials, correction, declassification, valuation, preservation, statistics, digitization, introduction and organization of exploitation and use of archival materials, restoration, restoration and insurance of archival materials;
e) Perform other tasks assigned by competent authorities.
2. Standards of professional and professional competence
a) Strictly comply with the Party's guidelines and guidelines, the State's policies and laws and the regulations of the industry;
b) Have in-depth knowledge of archival business; master the theory, history and practice of archival work in Vietnam and apply it effectively in the field of archival;
c) Have the capacity to manage, guide and inspect the organization and performance of professional archival activities;
d) Be capable of organizing and directing the research and application of scientific and technical advances to improve the quality and efficiency of archival work;
dd) Have skills in formulating, drafting, presenting, organizing and performing professional tasks, plans, programs, schemes and projects on archival;
e) Have skills in using information technology, database management, using foreign languages (or ethnic languages for officials working in ethnic minority areas) as required by the job position.
3. Standards of training and retraining qualifications
University graduate or higher in archiving. If a person graduate from a university or higher in another discipline, he/she must have a certificate of training in archival skills issued by a competent training institution or a college or intermediate diploma in archiving.
