Duties of the Firefighting and Rescue Commander in the Ministry of Public Security in Vietnam
According to Article 14 of Circular 140/2020/TT-BCA, the duties of the Firefighting and Rescue Commander in the Ministry of Public Security are as follows:
- To perform the duties stipulated in Clause 1, Article 22 of Decree No. 136/2020/NĐ-CP dated November 24, 2020 of the Government detailing some provisions and measures for the implementation of the Law on Fire Prevention and Fighting and the Law amending and supplementing some provisions of the Law on Fire Prevention and Fighting and Clause 1 of Article 17 of Decree No. 83/2017/NĐ-CP dated July 18, 2017 of the Government on the rescue work of the fire prevention and fighting force (hereinafter referred to as Decree No. 83/2017/NĐ-CP).
- To decide to establish the command and staff of firefighting and rescue according to Articles 16 and 17 of this Circular to serve the command and management of firefighting and rescue activities.
- To decide the main attack direction and deploy forces and equipment for firefighting and rescue activities; the steps to implement the methods, techniques, and tactics of firefighting and rescue.
- To divide the firefighting and rescue area; assign and assign tasks to the commanders of the firefighting and rescue areas.
- To organize the implementation of safety measures for the forces and equipment participating in firefighting and rescue.
- To organize the provision of conditions for firefighting and rescue.
- To regularly summarize the situation and results of the firefighting and rescue organization work to report to the leaders at the higher level as prescribed.
- To provide information to the media about the situation and results of firefighting and rescue work as prescribed.

Regulations on delegation and transfer of authority of firefighting and rescue commander in Vietnam
According to Article 15 of Circular 140/2020/TT-BCA, the regulations on delegation and transfer of authority of firefighting and rescue commander in the Ministry of Public Security are as follows:
- A commander with higher authority may delegate to the commander currently in charge to continue to carry out the firefighting and rescue command work but still be responsible for the results of firefighting and rescue.
- In case of having to leave the place of fire, accident, or disaster to carry out other tasks at the request of the competent authority, the commander currently in charge must transfer the authority to carry out the firefighting and rescue command work to the person with lower authority one level according to the provisions of Clause 2, Article 13 of this Circular and must inform the information reception and processing unit of the unit.
