2. Duties

a) To develop plans, programs, and organize the implementation of plant quarantine activities for export, import, transit, and domestic purposes of the agency in the field assigned.

b) To detect plant quarantine objects and objects to be controlled, verify suspected cases of newly detected regulated pests.

c) To investigate, collect, summarize, and analyze data, information, assess the situation, draw lessons from plant quarantine in the area or field assigned; propose policies and measures to supplement, amend the procedures, standards, technical regulations, and professional and technical regulations of plant quarantine.

d) To specify the general regulations on techniques, expertise, and professional skills in plant quarantine to be suitable for the situation and work area.

dd) To lead or participate in the development, supplementation, and amendment of the legal regulations on plant quarantine.

e) To lead the implementation of the dissemination, dissemination, and guidance of the legal regulations on plant quarantine, the detection, prevention, and handling of violations of the law within the authority or proposing to the higher level to handle violations of the law.

g) To participate in the development of standards, technical regulations, procedures, and regulations on plant quarantine and the application of international standards and practices in the assigned field.

h) To lead or participate in inspecting the implementation of the legal regulations on the management of fumigation, irradiation, and other treatment measures in the field of plant protection and quarantine.

i) To lead or participate in the implementation of research topics, programs, projects, and programs from the grassroots level up on plant quarantine.

k) To participate in the development of program content, compile materials, and organize training on professional and technical skills in plant quarantine for lower-level civil servants.

l) To perform other tasks in accordance with laws and regulations or as assigned by the agency leader.

What are professional and technical competency standards for the position of senior plant quarantine inspector in Vietnam?

As prescribed in Clause 3, Article 8 of Circular 08/2022/TT-BNNPTNT, the professional and technical competency standards for the position of senior plant quarantine inspector in Vietnam are as follows:

3. Professional and technical competency standards

a) To have a good understanding of the Party's guidelines, laws, and development orientations, strategies, and policies of the sector and the regulations of domestic and foreign laws related to the assigned tasks in the field of plant protection and quarantine.

b) To have a good understanding of the biological characteristics of plant pests.

c) To have a good understanding of the procedures, standards, technical regulations, and regulations of plant quarantine and the relevant scientific, technical, and professional information in Vietnam and abroad.

d) To have a good understanding of the procedures and principles of government administration related to the assigned plant quarantine activities.

dd) To have a good understanding of the relationship between plant quarantine work with plant protection work, export, import, transit, and transportation, political, social, and economic situation in the country related to plant quarantine work.

e) To have experience in the field of administrative affairs and public service in plant quarantine or in leadership and management activities.

g) To have basic computer skills and to be able to use a foreign language or a minority language for civil servants working in minority areas in accordance with the requirements of the position.
