According to Clause 1 and Clause 2, Article 20 of Circular 08/2022/TT-BNNPTNT, the following are the responsibilities and duties of the civil servant position of Chief Fishery Inspectors in Vietnam:
1. Responsibilities
To be a civil servant with high professional and technical skills in the fishery inspection agency, to assist the leadership of the fishery inspection agency in implementing the plan for patrolling, inspecting, controlling, detecting, and preventing violations of the law on fisheries in the waters of Vietnam and to perform the task of managing and using fishery inspection vessels in a safe and effective manner.
2. Duties
a) To develop plans for the operation of ships and plans for ship repair; propose measures for the safe and effective use of ships and the management of sailors.
b) To carry out the work of patrolling, inspecting, controlling, detecting, and preventing violations of the law on fisheries in the waters of Vietnam.
c) To operate fishery inspection vessels in a safe and efficient manner; manage weapons and other equipment equipped for the ship.
d) To apply advanced scientific and technical advances to ship operation; lead or participate in the implementation of research topics, projects, programs, and scientific research programs on fishery inspection.
dd) To participate in disaster prevention, flood, storm, and search and rescue work.
e) To compile or participate in compiling professional and technical materials, textbooks related to fishery inspection vessels; participate in teaching professional and technical training classes for fishery inspection vessel sailors.
g) To perform other tasks in accordance with the law or as assigned by the leadership of the agency.

What are professional and technical competence standards for the civil servant position of Chief Fishery Inspectors in Vietnam?
According to Clause 3, Article 20 of Circular 08/2022/TT-BNNPTNT, the following are the professional and technical competence standards for the civil servant position of Chief Fishery Inspectors in Vietnam:
a) To have a solid understanding of the Party's guidelines, the laws of the State, and the development orientations, strategies, and policies of the sector in the field of management and related professional and technical fields.
b) To have a solid understanding of the professional and technical skills of patrolling, inspecting, controlling, detecting, preventing, and handling violations of the law on fisheries.
c) To have knowledge of maritime security and defense related to the operation of ships and sailors.
d) To have a solid understanding of the operation of ships and the profession in the sea area where the inspection is carried out.
dd) To have a solid understanding of all the operational characteristics of fishery inspection vessels and to use effectively the modern equipment equipped for the ship.
e) To have experience at sea; know how to analyze and assess weather and hydrometeorological conditions for work.
g) To have led or participated in a project, technical improvement initiative, or topic, or project related to the field of fishery inspection that has been effectively applied in practice.
h) To have experience in the field of administration, public service on fishery vessels or in leadership and management activities.
i) To have basic computer skills and be able to use at least one foreign language or a minority language for civil servants working in ethnic minority areas as required by the position.
What are training and retraining standards for the civil servant position of Chief Fishery Inspectors in Vietnam?
According to Clause 4, Article 20 of Circular 08/2022/TT-BNNPTNT, the following are the training and retraining standards for the civil servant position of Chief Fishery Inspectors in Vietnam:
a) To have a bachelor's degree or higher in a major or specialty that meets the requirements of the position.
b) To have a certificate of training in knowledge and skills of public administration for civil servants at the level of senior or equivalent.
