What is the current salary scale for teachers in Vietnam?
Pursuant to Clause 1 Article 8 of the Circular 01/2021/TT-BGDĐT stipulating salary classification for preschool teachers as follows:
Salary classification
1. Civil servants appointed to the professional titles of preschool teachers prescribed in this Circular shall be applied the corresponding salary scale promulgated together with Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the salary regime for officials, civil servants, employees and the armed forces, specifically as follows:
a) Preschool teachers, grade III, code V.07.02.26, shall be applied the salary coefficient of civil servants of type A0, from salary coefficient 2.10 to salary coefficient 4.89;
b) Preschool teachers, grade II, code V.07.02.25, shall be applied the salary coefficient of civil servants of type A1, from salary coefficient 2.34 to salary coefficient 4.98;
c) Preschool teachers, grade I, code V.07.02.24, shall be applied the salary coefficient of civil servants of type A2, group A2.2, from salary coefficient 4.0 to salary coefficient 6.38.

As regulations above, the current salary scale for teachers in Vietnam is as follows:
First, for kindergarten teachers:
- Kindergarten teachers, grade III, code V.07.02.26, are assigned the salary coefficient of civil servants of type A0, from salary coefficient 2.10 to salary coefficient 4.89. This means that the basic salary of kindergarten teachers, grade III, will range from 3,780,000 VND to 8,802,000 VND.
- Kindergarten teachers, grade II, code V.07.02.25, are assigned the salary coefficient of civil servants of type A1, from salary coefficient 2.34 to salary coefficient 4.98. This means that the basic salary of kindergarten teachers, grade II, will range from 4,212,000 VND to 8,964,000 VND.

What are factors for the design of the new salary table for teachers in Vietnam?
According to Subsection 3.1.c, Section 2 of Resolution 27-NQ/TW in 2018, the following factors are stipulated for the design of the new salary table:
- Abolish the current base salary and salary coefficient, and build a basic salary in a specific amount in the new salary table.
- Implement a unified contract labor system for those who perform auxiliary and service work, and do not apply the civil servant and public employee salary table to these individuals.
- Determine that the lowest wage of civil servants and public employees in the public sector is the wage of a person doing work requiring a secondary education level (grade 1) that is not lower than the lowest wage of workers with training in the corporate sector.
- Expand the wage relationship as a basis for determining the specific wage in the salary system, gradually approaching the wage relationship of the corporate sector in line with the resources of the State.
- Improve the system of regular salary increases and early salary increases for officials, civil servants, public employees, and the armed forces in accordance with the regulations of the new salary table.

3.1. For officials, civil servants, public employees and the armed forces (public sector)
a) Design a new salary structure comprising:
Basic salary (accounting for about 70% of the total salary fund)
Allowances (accounting for about 30% of the total salary fund)
Bonuses (bonus fund is about 10% of the total salary fund of the year, excluding allowances)b) Develop and promulgate a new salary system based on positions, positions and leadership positions to replace the current salary system; transfer the old salary to the new salary, ensuring that it is not lower than the current salary, including:
- Building a single salary table for positions applicable to officials, civil servants, public employees holding leadership positions (elected and appointed) in the political system from the central to the commune level according to the principles: (1) The level of position salary must reflect the hierarchy in the political system; hold any leadership position, then enjoy the salary according to that position, if one person holds multiple positions, then enjoy the highest position salary; hold equivalent leadership positions then enjoy the same position salary; the position salary of the upper leader must be higher than the position salary of the lower leader; (2) Specify one position salary for each equivalent type of position; do not classify ministries, departments, committees and equivalent in the central government when building position salaries in the central government; do not distinguish different position salaries for the same leadership position according to the classification of administrative units in localities but implement it by the allowance regime. The classification of equivalent leadership positions in the political system for the design of the position salary table is decided by the Politburo after reporting to the Central Committee.
- Building a single salary table for professional, technical positions according to civil service ranks and public service professional titles applicable to civil servants and public employees who do not hold leadership positions; each civil service rank, public service professional title has many salary grades according to the principle: The same level of complexity of work then the same salary level; working conditions higher than normal and professional benefits are implemented by the allowance regime according to the profession; rearrange the group of ranks and the number of grades in the civil service ranks, public service professional titles, encourage civil servants and public employees to improve their professional qualifications. The appointment to a civil service rank or public service professional title must be linked to the position and the structure of civil service ranks, public service professional titles implemented by the agency, organization, unit managing civil servants and public employees.

Therefore, the teacher salary table after the salary reform changes as follows:
Salary = Basic salary + Allowances
In which:
- Basic salary accounts for about 70% of the total salary fund
- Allowances account for about 30% of the total salary fund
In addition, bonuses are added (bonus fund is about 10% of the total salary fund of the year, excluding allowances).
A new salary system is being built based on positions, positions, and leadership positions to replace the current salary system. Specifically, two salary tables will be built as follows:
(1) Position salary table applicable to teachers who are officials, civil servants, public employees holding leadership positions;
(2) Professional and technical salary table according to civil service ranks and public service professional titles applicable to civil servants and public employees who do not hold leadership positions;
