Point d Clause 1 Article 9 of Decree 115/2020/ND-CP stipulates the format, content, and timing of public employee recruitment examinations, as follows:
Exemption from the computer science test is granted to individuals holding a diploma from intermediate level or higher in fields related to computer science or information technology.
Thus, candidates for public employee positions holding a diploma from intermediate level or higher in fields related to computer science or information technology will be exempted from the computer science test.
Therefore, if you have a college degree in information technology, you will naturally be exempted from this test when applying for a public employee position.
