Resolution of the Leadership Agencies of the Communist Party shall be Enforced Only When More Than Half of the Members of the Body Approve
Based on Section 9.3 of Regulation 24-QD/TW of 2021, Regulations on the Implementation of the Communist Party Charter, specifically Article 9: Certain Provisions on the Implementation of the Principle of Democratic Centralism:
9.3. (Clause 5): The stipulation that "Resolutions of the leadership bodies of the Communist Party are only valid for execution when more than half of the members of that body approve" is concretized as follows:
9.3.1. The number of delegates at the representative congress is the total number of officially summoned delegates with the right to attend the congress (excluding the number of absent convening committee members throughout the congress period, officially absent delegates throughout the congress period without replacement delegates).
9.3.2. The number of members at the party member congress or party member conference is the total number of officially summoned party members in the party committee or cell (excluding party members temporarily assigned to other party committees and party members exempted from work and party activities who are absent at the congress (if the party member is present at the congress, party member conference, participates in voting, decision-making, they are still counted), party members suspended from party activities, under prosecution, indictment, temporary detention, officially absent party members throughout the congress period with justified reasons approved by the convening committee).
9.3.3. The number of members at the executive committee conference of the party committee, standing committee of the party committee, and the inspection committee is the total number of incumbent members of the executive committee of the party committee, members of the standing committee of the party committee, and incumbent members of the inspection committee (excluding members temporarily transferred without attendance at the meeting, members suspended from activities, under prosecution, indictment, temporary detention).
9.3.4. In the case of admitting party members, recognizing official party members, removing party members’ names, or expelling party members, it must be agreed upon by at least two-thirds of the members of the party organization and approved by the competent higher party committee with the consensus of more than half of its members.
9.3.5. In the case of dissolving a party organization, it must be proposed by at least two-thirds of the members of the directly higher party committee and decided by the higher-level party committee with the consent of more than half of its members.
