Indirect Inspection Methods in the Plan for Inspection of Emulation and Commendation Work in 2022 at the People's Court
Based on Section 1, Subsection III, Section A, the Plan and Establishment of the Inspection Team for Emulation and Commendation Work in 2022 at the People's Court issued attached to Decision 147/QD-TANDTC, the indirect inspection method is stipulated as follows:
III. Inspection Methods
1. Indirect Inspection
- Based on the inspection plan of the Supreme People's Court, the People's Courts shall conduct self-inspections of emulation and commendation work for the units under their management as specified in Point 1, Section II, Part A. Inspection Plan and report the self-inspection results (according to the attached Outline); nominate units for inspection (based on the criteria in Point 2, Section II, Part A. Inspection Plan) and send the information to the Supreme People's Court (through the Division of Emulation and Commendation) before July 5, 2022, for synthesis, evaluation, and agreement on the selection of units to be inspected.
- Based on the reports and recommendations of the units, the Standing Committee of the Emulation and Commendation Council of the People's Court will coordinate with the Heads of the leading units of the Emulation Cluster in 2022 to consider and decide the units to be directly inspected.
Direct Inspection Methods in the Plan for Inspection of Emulation and Commendation Work in 2022 at the People's Court
Based on Section 2, Subsection III, Section A, the Plan and Establishment of the Inspection Team for Emulation and Commendation Work in 2022 at the People's Court issued attached to Decision 147/QD-TANDTC, the direct inspection method is stipulated as follows:
2. Direct Inspection
- The inspection team will listen to the report from the representative of the unit being inspected on the results of the emulation and commendation work of the unit;
- Representatives of the leadership of the unit being inspected, and the Standing Committee of the Emulation and Commendation Council at the grassroots level will supplement the report (if any);
- Members of the inspection team shall directly inspect the systems of books, documents, data, and related documents on the emulation and commendation work of the unit being inspected; concurrently, with the representatives of the inspected unit, discuss and clarify issues in the report;
- The head of the inspection team will give preliminary remarks on the results of the emulation and commendation work of the unit, propose recommendations for promptly addressing any existing issues and limitations in the emulation and commendation work; instruct the finalization of the Inspection Conclusion, and report to the leadership of the Supreme People's Court, the Emulation and Commendation Council of the People's Court for review, approval, and forwarding to the inspected unit for drawing experience and implementing remedial measures as per the inspection team's recommendations.
