List of Diseases Exempt from Military Service Registration in 2025?

Based on Article 14 of the Military Service Law 2015 specifying the subjects exempt from military service registration:

Article 14. Subjects exempt from military service registration

Persons with disabilities, persons suffering from serious illnesses, mental illnesses, or chronic diseases as prescribed by law.

According to the above provision, Vietnamese citizens who are disabled, suffer from serious illnesses, mental illnesses, or chronic diseases as prescribed by law are exempt from military service registration in 2025.

Based on Section 3, List of Diseases Exempt from Military Service Registration, Appendix 1, Classification of Health by Physical Condition, Disease, Disability, and Health Issues issued under Circular 105/2023/TT-BQP, the diseases exempt from military service registration include those not admitted to regular military service:

When are Citizens Removed from the Military Service Registration List in 2025?

Based on Article 19 of the Military Service Law 2015 specifying the removal from the military service registration list:

Article 19. Removal from the military service registration list

  1. Citizens shall be removed from the military service registration list in the following cases:

a) Deceased;

b) Exceeded the age for service in the reserve force;

c) Cases specified in Clause 1, Article 13 or Article 14 of this Law.

  1. Within 10 days from the date of confirmation by the competent authority, the Commune-level Military Command, agency, or organization with the citizens specified in Clause 1 of this Article must report to the District-level Military Command for decision.

Thus, citizens are removed from the military service registration list in 2025 under the following circumstances:

- Deceased citizens

- Citizens exceeding the age for service in the reserve force

- Citizens who fall into one of the following categories prohibited from registering for military service:

+ Citizens under criminal investigation

+ Citizens serving a prison sentence, probation, house arrest, or those who have completed their sentence but have not yet had their criminal record cleared

+ Citizens subject to educational measures at the commune level or sent to reformatory schools, compulsory educational establishments, or compulsory detoxification centers

+ Citizens deprived of their right to serve in the armed forces.

- Citizens who are disabled, suffer from serious illnesses, mental illnesses, or chronic diseases prescribed by law and are exempt from military service

Who is Eligible to Register for Service in the Reserve Force?

Based on Article 18 of the Military Service Law 2015 specifying the registration for service in the reserve force:

Article 18. Registration for service in the reserve force

  1. Male citizens specified at point a, Clause 1, Article 7 of this Law.
  1. Female citizens specified in Clause 2, Article 7 of this Law.
  1. Citizens of conscription age falling into one of the following cases:

a) Non-commissioned officers, soldiers discharged from service;

b) Professional military personnel, workers, public employees of national defense leaving service in the People's Army and leaving service in the Coast Guard;

c) Citizens leaving service in the People's Police.

Thus, the subjects eligible to register for service in the reserve force include:

- Male citizens of conscription age but not yet served in active duty

- Female citizens of conscription age with professions or specializations suitable for the requirements of the People's Army

- Citizens of conscription age falling into one of the following cases:

+ Non-commissioned officers, soldiers discharged from service

+ Professional military personnel, workers, public employees of national defense leaving service in the People's Army and leaving service in the Coast Guard

+ Citizens leaving service in the People's Police.
