      Data approval

      1. Within the last 5 days of each month, the competent person of the ministry, branch or locality is responsible for approving by digital signature in the database of the ministry, branch or locality.

      2. For databases of ministries, branches and localities, the heads of ministries, branches and localities are responsible for formulating regulations on approval of data to ensure compliance with the provisions of this Regulation and the classification. management level of cadres, civil servants, public employees and employees according to regulations.

      How to exploit and use data

      Ministries, branches and localities shall exploit and use data of the National Database with accounts provided by the Ministry of Home Affairs and access through the Portal of the National Database of Officials and Public Employees. Officials and officials in state agencies at https://ccvc-portal.moha.gov.vn (using dedicated data transmission networks of Party and State agencies) or using services share data on the basis of ensuring information security and protecting personal data.

      Thus, the way to exploit and use data of the National Database on cadres, civil servants and employees is by:

      - Use the account provided by the Ministry of Home Affairs and access it through the Portal of the National Database on cadres, civil servants and public employees in state agencies at https://ccvc- portal.moha.gov.vn.

      - Use data sharing services on the basis of ensuring information security and protecting personal data.

      What are regulations on transfer of records and data reception in case a cadre, civil servant or public employee changes his/her jobs?

      Pursuant to Clause 1 Article 11 of the Regulation on updating and exploiting data and information of the database on cadres, civil servants and public employees in state agencies promulgated together with Circular 06/2023/TT-BNV stipulating as follows:

      Transferring and receiving data

      1. In case cadres, civil servants and public employees are transferred, appointed, rotated or changed their working positions to other agencies or units of the State that are not under the authority to manage cadre data, civil servants and public employees of agencies currently working (collectively referred to as job changes), concurrently with the transfer of dossiers as prescribed, relevant agencies, units and individuals shall do the following:

      a) The agency that is managing cadres, civil servants and public employees shall have to cancel the right of access to its database for such officials, public employees and public employees;

      b) Within 10 working days from the day on which the dossier is transferred, the receiving agency shall create a personal account for the received cadre, civil servant or public employee. ; synchronize data of such cadres, civil servants and public employees from the national database into their own database to serve management activities according to their competence;

      c) Cadres, civil servants and public employees are responsible for accessing their personal accounts on the database of the receiving agency or unit to check information and data, and update information. , data according to the provisions of Article 6 of this Regulation and the regulations of the management agency if necessary.
