Is the village chief entitled to an allowance equal to 1.0 times the base salary in Vietnam?
We have 360 households in the village, but currently the village chief is receiving an allowance with a coefficient of 1.0 instead of 5 times the base salary as stipulated in Decree 34 in Vietnam, is that correct?
Clause 6, Article 2 of Decree No. 34/2019/ND-CP stipulates the allowance for non-professional activists in villages and residential areas as follows:
- Non-professional activists in villages and residential areas, with no more than 03 individuals, are entitled to a monthly allowance from the state budget and only applicable to the following positions: Secretary of the Party Cell; Village Chief or Residential Area Chief; Head of Front Work. Individuals participating in village and residential area activities other than the mentioned 03 positions do not receive a monthly allowance but are compensated when directly involved in village and residential area activities from union fees, association fees allocated to organizations, and other sources of funds (if any).

+ The state budget implements a fixed allowance fund at 3.0 times the basic salary to be paid monthly to non-professional activists in each village and residential area. Specifically, for villages with 350 households or more, villages belonging to key communes, complex in terms of security and order according to the decision of the competent authority; villages belonging to border or island communes are allocated an allowance fund at 5.0 times the basic salary.
+ Based on the allowance fund specified in this clause and the specific characteristics of each commune level, management requirements, regular expenditure ratio of commune levels, and local budget revenue sources, the provincial People's Committee submits to the People's Council at the same level to stipulate the allowance level for each position, the allowance level for concurrently held positions for non-professional activists, and the compensation level for individuals directly participating in village and residential area activities.
According to the above regulations, in the case of villages with 350 households or more, the fixed allowance is allocated at 5.0 times the basic salary to be paid monthly to non-professional activists in each village.
=> This is the fixed allowance for all 03 positions: Secretary of the Party Cell; Village Chief or Residential Area Chief; Head of Front Work, not specifically for the Village Chief. Therefore, he (the Village Chief) will not receive the allowance at 5 times the basic salary.
