At Point d, Clause 1, Article 69 of Decree 91/2017/ND-CP, there are regulations on emulation title bonuses as follows:

Competition title bonus level

1. For individuals:

a) The title "National Emulation Soldier" is awarded with a Diploma, Badge and a bonus 4.5 times the base salary;

b) The title of Emulation Soldier at the ministerial, department, branch, provincial and central mass organizations is awarded with a certificate, badge and a bonus of 3.0 times the base salary;

c) The title "Grassroots-Level Emulation Fighter" is awarded with a Certificate and a bonus of 1.0 times the base salary;

d) The titles "Advanced Laborer", "Advanced Fighter" are rewarded with 0.3 times the base salary.

2. For collectives:

a) The title of "Excellent Labor Collective", "Determined-To-Win Unit" is awarded with a Certificate and a bonus of 1.5 times the base salary;

b) The title "Advanced Labor Collective", "Advanced Unit" is awarded 0.8 times the base salary;

c) Emulation title for villages, hamlets, street quarter groups and the equivalent is the Cultured Village, Hamlet or Street Quarter Group are awarded with a Certificate and a bonus of 1.5 times the base salary. department;

d) The title "Government's Emulation Flag" is awarded with a flag and 12.0 times the base salary;

d) The title of Emulation Flag at the ministerial, department, branch, province, and central organizations levels is awarded with a flag and a bonus of 8.0 times the base salary.

Thus, teachers who achieve the title of Advanced Laborer are rewarded with 0.3 times the base salary. According to this regulation in Vietnam, the base salary from July 1, 2023 is 1.8 million VND/month (Decree 24/2023/ND-CP).

What are components of application to consider rewarding teachers for achieving the title of Advanced Laborer in Vietnam?

In Article 84 of the 2003 Law on Emulation and Commendation, amended by Clause 48, Article 1 of the 2013 Amended Law on Emulation and Commendation, there are regulations on application dossiers for considering and rewarding Advanced Laborer titles as follows:

1. A dossier for conferment of an emulation title comprises:

a/ A written request for conferment of the emulation title;

b/ The written statement of achievements of the individual or collective concerned;

c/ The written record of the emulation assessment meeting;

d/ The written certification of a competent management agency of the initiative or work, in case of requesting conferment of the title of “Grassroots Emulation Fighter”, “Emulation Fighter of ministerial, sectoral, provincial or central mass organization level” or “National Emulation Fighter”.

2. A dossier of nomination for commendation comprises:

a/ A written request for commendation;

b/ The written statement of achievements of the individual or collective nominated for commendation;

c/ The written record of the commendation nomination meeting;

d/ The written certification of a competent management agency of the invention, innovation, initiative, application of scientific and technological advances or work.

3. In case of requesting the award of orders or medals, state honorary titles, the “Government’s Emulation Flag” or the “Prime Minister’s Diploma of Merit”, written opinions of related central agencies or organizations or provincial-level People’s Committees are required.

4. Heads of agencies or organizations competent to decide on commendation or submit dossiers to their superior-level agencies for decision shall publicize names of collectives and individuals nominated for receipt of orders, medal, state honorary titles, the “State Prize” or the “Ho Chi Minh Prize”.

5. Dossiers for conferment of emulation titles and commendation forms shall be preserved in accordance with law.

6. State management agencies of emulation and commendation shall apply information technology to, and modernize, the management of emulation and commendation work.

Thus, the application dossier to consider rewarding teachers with the title of Advanced Laborer in Vietnam must include the following documents:

- Written request for reward;

- Report on the achievements of the individual or group proposed for reward;

- Minutes of reward consideration.

Teachers who sign a labor contract for how many months are considered Advanced Laborers in Vietnam?

In Clause 6, Article 10 of Decree 91/2017/ND-CP, there are regulations on the titles "Advanced Laborer" and "Advanced Fighter" as follows:

Titles "Advanced Laborer", "Advanced Fighter"

4. The prescribed maternity leave period is calculated to be considered for awarding the title "Advanced Laborer" and "Advanced Fighter".

5. For individuals transferring jobs, the new agency, organization or unit is responsible for reviewing and awarding the title "Advanced Laborer", "Advanced Fighter" (in case of working time in old agency for 6 months or more must have comments from the old agency).

In case an individual is mobilized or seconded to another agency, organization or unit for a certain period of time, the evaluation and awarding of the title "Advanced Laborer" or "Advanced Fighter" will be decided by the agency or unit. The dispatching or seconding organization or unit shall consider and decide and receive confirmation from the agency, organization or unit receiving the mobilized or seconded individual.

6. Do not consider awarding the title "Advanced Laborer" or "Advanced Fighter" to individuals who have been recruited for less than 10 months; be disciplined in the form of reprimand or higher.

Thus, teachers who sign labor contracts of 10 months or more will be considered for the title of Advanced Laborer in Vietnam.
