How long does it take to work as an inspection officers of the Provincial Fire-Fighting & Rescue Police Department in Vietnam?

Pursuant to Article 4 of Circular 141/2020/TT-BCA stipulating standards for inspectors as follows:

1. Inspectors of the Fire-Fighting & Rescue Police Department must meet the following criteria:

a) Having a university or higher degree in fire prevention and fighting and rescue; University degree or higher in the field of security and social order or university or higher in the field of engineering and have undergone training in law and professional skills of the People's Public Security;

b) Having performed fire prevention and fighting and rescue and rescue work in the People's Public Security force for at least 5 years;

c) Having satisfactory results of professional inspection on fire prevention and fighting and rescue.

2. Inspectors of Fire-Fighting & Rescue Police Department of provinces and centrally run cities (hereinafter abbreviated as Fire-Fighting & Rescue Police Department. In addition to meeting the standards specified at Point a, Clause 1 of this Article, the following criteria must also be met:

a) Having performed fire prevention and fighting and rescue and rescue work in the People's Public Security force for at least 3 years;

b) Having satisfactory results of professional inspection on fire prevention, fighting and rescue.

3. Inspectors of Fire-Fighting & Rescue Police Department of districts, towns and provincial cities (hereinafter referred to as district-level police for short) must meet the following criteria:

a) Having an intermediate degree or higher in fire prevention, fighting and rescue; Intermediate level or higher in other fields of security and social order or intermediate level or higher in technical fields and have undergone training in law and People's Public Security operations;

b) Having worked in fire prevention, fighting and rescue in the People's Public Security force for at least 01 year;

c) Having satisfactory results of professional inspection on fire prevention and fighting and rescue.

4. Commune, ward and town police (collectively referred to as commune-level police) arrange officers to perform the task of inspecting fire prevention and fighting and rescue, which must meet the standards specified at point a Clause 3 of this Article and must be trained in professional inspection of fire prevention, fighting and rescue.

Thus, to work as an Inspection Officer in the Provincial Fire-Fighting & Rescue Police Department in Vietnam, one must have spent at least 03 years performing fire prevention and fighting and rescue work in the People's Police force. In addition, you also need the standards specified above.

What are duties of inspection officers of the Fire-Fighting & Rescue Police Department in Vietnam? 

According to Article 5 of Circular 141/2020/TT-BCA, duties of inspection officers are specified as follows:

1. Inspection officers have the following duties:

a) Advise leaders to directly organize situation understanding and basic investigation to serve the management of fire prevention, fighting and rescue in assigned management areas and facilities;

b) Carry out basic professional work and record work, professional statistics to serve the management of fire prevention, fighting and rescue;

c) Propagate and disseminate laws and knowledge on fire prevention, fighting and rescue; build a movement of all people participating in fire prevention, fighting and rescue;

d) Participate in acceptance testing of fire prevention and fighting;

d) Carry out safety inspection of fire prevention, fighting and rescue according to prescribed order and procedures; monitor and urge the overcoming of unsafety risks and violations of regulations on fire prevention and fighting and rescue;

e) Carry out inspection of conditions for fire prevention and fighting service providers according to the prescribed order and procedures;

g) Advise on the issuance of licenses to transport goods at risk of fire and explosion according to the provisions of law;

h) Professional train in fire prevention, fire fighting and rescue; Guide the development and practice of firefighting plans and rescue plans of the facility;

i) Understand the situation, coordinate to support fire fighting and rescue and rescue when a fire occurs in the area or facility assigned to manage; Participate in investigating and resolving fires and explosions according to the provisions of law;

k) Implement information, reporting and other tasks assigned by superiors;

1) Handle administrative violations in fire prevention and fighting, temporarily suspend, advise on the suspension of operations of establishments, motor vehicles, households and individuals that fail to ensure fire safety and fire fighting according to regulations.

2. Inspectors of the Fire-Fighting & Rescue Police Department shall perform the tasks specified at Points a, b, c, d, dd, e, h, i, k and point 1. Clause 1 of this Article.

3. Inspectors of the Fire-Fighting & Rescue Police Department of the Provincial Police Department shall perform the tasks specified in Clause 1 of this Article.

4. Inspectors of district-level police offices shall perform the tasks specified at Points a, b, c, d, dd, g, h, i, k and point 1, clause 1 of this article.

According to this Article, the inspection officers of the Provincial Fire-Fighting & Rescue Police Department in Vietnam has duties specified above.
