How does the Vietnam General Confederation of Labor (VGCL) organize the implementation of the standards for the positions of trade union leaders and managers at all levels?
Based on Article 10 of the Regulations on the Standards for the Positions of Trade Union Leaders and Managers at All Levels issued together with Decision 3169/QĐ-TLĐ in 2021, the Vietnam General Confederation of Labor (VGCL) organizes the implementation of the standards for the positions of trade union leaders and managers at all levels as follows:
1. Coordinate with the party committees at all levels in accordance with the regulations of the central government on cadre work according to the management hierarchy.
2. Assign the VGCL's Organization Department to perform the following tasks:
a) Supervise, inspect, and monitor the implementation of this Regulation by all levels of trade unions, and the departments and equivalent agencies of the VGCL.
b) Advise the VGCL's Party Committee and Presidium to coordinate with the party committees at all levels in accordance with the central government's regulations to implement planning, training, rotation, transfer, appointment, recommendation of candidates, and evaluation of cadres in the trade union organization, meeting the standards for each position of trade union leaders and managers.
c) Advise and propose to send VGCL leaders who are under the management of the Politburo, the Secretariat, or have been planned for key leadership positions of the VGCL, to participate in training courses to meet the required standards.
d) Annually build plans and propose to transfer, rotate, train, and improve the skills of cadres under the management of the VGCL's Party Committee and Presidium in accordance with the standards for the positions of trade union leaders and managers of the trade union organization.
dd) Chair the guidance, coordinate with the provincial labor federations, central industry federations, and the departments and units directly under the VGCL to implement the cadre planning process on the basis of this Regulation and to carry out rotation and job placement in accordance with the standards, qualifications, and capabilities of cadres.

How does the provincial Confederation of Labor organize the implementation of the standards for the positions of trade union leaders and managers at all levels in Vietnam?
According to Article 11 of the Regulations on the Standards for the Positions of Trade Union Leaders and Managers at All Levels issued together with Decision 3169/QĐ-TLĐ in 2021, the provincial labor federations, central industry federations and equivalent organizations, and units directly under the VGCL are responsible for organizing the implementation of the standards for the positions of trade union leaders and managers at all levels as follows:
1. Report to the party committee and the corresponding party organization to implement the Regulations of the VGCL on the standards for the positions of trade union leaders and managers at all levels. Based on the regulations of the Party, the laws of the State, the professional regulations, and this Regulation, they are responsible for specifying the standards for the positions of officials, civil servants, and management staff in accordance with the delegated authority. They also need to organize the dissemination of the Regulations to all levels of trade unions and units directly subordinate to them so that they can strive, cultivate, and train themselves.
2. The cadre planning work must be based on the standards of each position. Only candidates who meet the required standards are considered for election or appointment.
3. Regularly review the standards of incumbent and planned trade union leaders and managers as a basis for building training plans to meet the timely needs of the cadre sources of the agency or unit.
What are the standards for the position of head of the department of the upper-level trade union agency directly subordinate to the base in non-state-owned enterprises affiliated with the VGCL?
At Clause 3, Article 9 of the Regulations on the Standards for the Positions of Trade Union Leaders and Managers at All Levels issued together with Decision 3169/QĐ-TLĐ in 2021, the standards for the positions of heads of departments of the upper-level trade union agencies directly subordinate to the base in non-state-owned enterprises affiliated with the VGCL are as follows:
3. The standards for the positions of heads of departments, deputy heads of departments, and equivalent positions of the upper-level trade union agencies directly subordinate to the base in non-state-owned enterprises affiliated with the VGCL (if any) shall be applied in accordance with the standards prescribed in this Article and the project approved by the competent authority.
