Party members have the right to:
1. Be informed and discuss issues about the political program, the Party's charter, the Party's line, guidelines, and policies; vote on the Party's work.
2. Nominate, nominate, and elect the leadership of the Party's organs at all levels in accordance with the regulations of the Central Committee.
3. Criticize, question the activities of Party organizations and Party members at all levels within the organization; report, petition to the competent authorities and request a response.
4. Present opinions when the Party organization assesses, decides on work or enforces disciplinary measures against them.
Probationary members have the above rights, except for the right to vote, nominate, and elect the leadership of the Party.

What are procedures for joining the Vietnam Communist Party?
Based on Article 4 of the Vietnamese Communist Party Charter in 2011, the procedures for joining the Party are as follows:
Procedures for joining the Party (including re-joining the Party):
1. The applicant must:
- Have a voluntary application to join the Party.
- Report honestly their personal history to the cell.
- Be introduced by two full-time Party members.
Where there is a Ho Chi Minh Communist Youth Union organization, young people seeking to join the Party must be members of the union, and be introduced by the executive committee of the union and one full-time Party member.
In agencies and businesses where there is no Ho Chi Minh Communist Youth Union organization, people seeking to join the Party must be members of the trade union, and be introduced by the executive committee of the trade union and one full-time Party member.
2. The introducers must:
- Be full-time Party members and have worked with the applicant for at least one year.
- Report to the cell on the applicant's personal history, morality, and ability, and be responsible for their introduction. If anything is unclear, they should report it to the cell and the higher level for consideration.
3. Responsibilities of the cell and the committee:
- Before the cell considers and proposes to join, the cell committee checks the applicant's conditions and seeks the opinion of the mass organization where they are active.
The issue of the applicant's political history must be implemented in accordance with the regulations of the Central Committee.
- The cell considers and proposes to join each person, and when at least two-thirds of the full-time Party members in the cell agree, it proposes to the higher-level committee; when there is a decision of the higher-level committee, the cell organizes a ceremony to join each person.
- The basic Party committee considers, and if at least two-thirds of the members of the committee agree to join, it proposes to the directly superior committee.
- The standing committee of the directly superior committee of the grassroots Party organization or the grassroots committee is authorized to consider and decide to join each person.
4. In places where there are no Party members or there are Party members but not enough conditions to introduce, the directly superior committee will send Party members to do propaganda, review, and introduce to join the Party. Special cases are specified by the Central Committee.
Therefore, if you are a new member of the Party or if you are a person who belongs to the case of re-joining the Party, you need to complete all the procedures mentioned above in order to be able to join the Party.
