Article 23. Title of “Grassroots Emulation Soldier”

The title of “Grassroots Emulation Soldier” is awarded to individuals who meet the following criteria:

1. Meet the criteria for the title of “Advanced Worker” or “Advanced Soldier”;

2. Successfully complete tasks excellently or have innovations recognized by their units or have scientific topics, scientific projects, scientific and technological works that have been accepted, or show intelligent, creative actions in combat or support combat recognized by their units.

Thus, the criteria for awarding the title of Grassroots Emulation Soldier are defined as follows:

- Meet the criteria for the title of Advanced Worker or Advanced Soldier

What is the accompanying bonus for Grassroots Emulation Soldier?

Based on Clause 1, Article 54 of Decree 98/2023/ND-CP, the regulation of the emulation title bonus is as follows:

Article 54. Emulation title bonus

1. For individuals:

a) The title “National Emulation Soldier” is awarded Certificate of Merit, frame, badge, badge box, and a bonus of 4.5 times statutory pay rate;

b) The title of Ministry, Department, Provincial Emulation Soldier is awarded Certificate of Merit, frame, badge, badge box, and a bonus of 3.0 times statutory pay rate;

c) The title of “Grassroots Emulation Soldier” is awarded Certificate of Merit, frame, and a bonus of 1.0 times statutory pay rate;

d) The title of “Advanced Worker” or “Advanced Soldier” is awarded a bonus of 0.3 times statutory pay rate.

Article 3. Statutory pay rate

1. The statutory pay rate is used as a basis for:

a) Calculating salaries in salary tables, allowances, and implementing other policies as prescribed by law for the subjects specified in Article 2 of this Decree;

b) Calculating operational fees, living allowances as prescribed by law;

c) Calculating deductions and policies entitled to according to the statutory pay rate.

Based on Article 34 of Decree 98/2023/ND-CP, the regulation of documents for proposing the title of Ministry, Department, Provincial Emulation Soldier, “Grassroots Emulation Soldier” and other emulation titles is as follows:

Article 34. Documents for proposing the title of Ministry, Department, Provincial Emulation Soldier, “Grassroots Emulation Soldier” and other emulation titles

1. The titles of Ministry, Department, Provincial Emulation Flag, Ministry, Department, Provincial Emulation Soldier, “Grassroots Emulation Soldier”, “Advanced Worker”, “Advanced Soldier”, “Excellent Labor Collective”, “Decisive Victory Unit”, “Advanced Labor Collective”, “Advanced Unit” are considered and awarded annually. The documents and procedures for awarding the above titles are implemented according to the provisions in Clause 1, Article 84 of the Law on Emulation and Commendation.

2. The documents for proposing emulation titles include:

a) Presentation for proposing the emulation title;

b) Achievement report of individuals, collectives;

c) Emulation evaluation minutes of the Emulation - Commendation Council of the proposing level or Emulation evaluation minutes and voting results of the Emulation - Commendation Council of the proposing level in cases of proposing the title of “Grassroots Emulation Soldier”, Ministry, Department, Provincial Emulation Soldier, Ministry, Department, Provincial Emulation Flag;

d) Certification or confirmation of the competent authority regarding innovations or scientific topics, scientific projects, scientific and technological works, or excellent task completion or intelligent, creative actions in combat or support combat in the case of proposing the title of “Grassroots Emulation Soldier”; Certification or confirmation of the head of the Ministry, Department, Province regarding innovations that have been effectively applied and have replicable potential within the Ministry, Department, Province or have scientific topics, scientific projects, scientific and technological works that have been accepted and effectively applied, and have an impact within the Ministry, Department, Province or intelligent, creative actions in combat or support combat with impact throughout the armed forces or the Public Security of the People’s Police in cases of proposing the title of Ministry, Department, Provincial Emulation Soldier.

3. The proposal to award the Emulation Flag of the Ministry, Department, Province for collectives leading the emulation movement according to the specialized plan initiated by the Ministry, Department, Province for a period of 3 years or more when the movement is concluded will be implemented according to the guidance of the Ministry, Department, Province.

Thus, the required documents for proposing the title of Grassroots Emulation Soldier include the following papers:

- Presentation for proposing the emulation title

- Achievement report of individuals, collectives

- Emulation evaluation minutes of the Emulation - Commendation Council of the proposing level or Emulation evaluation minutes and voting results of the Emulation - Commendation Council of the proposing level in cases of proposing the title of Grassroots Emulation Soldier
