Be impartial, objective in using and evaluating subordinates; promptly understand the psychology, lifestyle, and working habits, creating fairness and promoting democracy, experience, and creativity of officials, public employees, and workers in carrying out tasks and duties; refrain from being subjective, imposing, or conservative; respect and listen to the opinions of subordinates.
Protect the rights and honor of officials and public employees and workers when there are false complaints or accusations.
Build a dynamic, professional working environment within the institution; maintain unity, ethics, and service culture within the organization.

Based on Article 6 of this Code, the conduct of officials and public employees and workers not holding leadership and management positions under the Ministry of Construction are as follows:
Comply with the decisions of leaders and managers; adhere to administrative hierarchy, obey the directives, administration, and job assignments of superiors; do not cherry-pick job positions, choose easy tasks, or abandon difficult ones; routinely be proactive, creative, and responsible before the law when performing assigned tasks.
Do not misuse comments, suggestions, or criticism to harm the reputation of leaders, managers, and colleagues; do not flatter or seek favor from superiors for impure motives.
Towards colleagues:
