On March 13, 2024, the Minister of Public Security issued Circular 09/2024/TT-BCA stipulating principles, contents, forms, methods, funding, and responsibilities of the Public Security units, local authorities, officers, and soldiers of the People's Public Security in implementing the mass mobilization work of the People's Public Security force.
Circular 09/2024/TT-BCA applies to units under the Ministry of Public Security; provincial and municipal police directly under the Central Government; district, town, city police directly under the Central Government; commune-level town police; police stations, post units, independent units stationed in necessary areas (collectively referred to as Public Security units, local authorities); officers, non-commissioned officers, conscripts, and public security workers (collectively referred to as officers, soldiers).
Circular 09/2024/TT-BCA comes into effect on May 1, 2024.

Methods of Implementing Mass Mobilization by the People's Public Security Force
According to Article 6 of Circular 09/2024/TT-BCA, the methods of implementing mass mobilization work by the People's Public Security force include:
[1] Propaganda methods involve using arguments, reasons, and evidence to promote the attitudes, thoughts, psychology, and actions of the People.
[2] Exemplary methods involve using exemplary models, outstanding examples of good people and good deeds to encourage the positive and self-aware behavior of the People.
[3] Persuasion methods involve using a combination of speech, writing, evidence, attitudes, and actions to foster belief and consensus among the People.
[4] The method of combining and flexibly using various forms of mass mobilization involves choosing and combining multiple specific mass mobilization forms based on requirements and tasks.
Contents of Implementing Mass Mobilization by the People's Public Security Force
According to Article 4 of Circular 09/2024/TT-BCA, the contents of mass mobilization work implementation include:

- Advising on the issuance and implementation of State policies, laws, legal documents, regulations, rules, programs, and plans for mobilizing the People to participate in protecting national security and ensuring social order and safety.
- Propagandizing and mobilizing the People to strictly comply with the guidelines and policies of the Communist Party, the laws of the State, and security and order work. Propagandizing and mobilizing overseas Vietnamese to comply with the regulations of the Government of Vietnam and the local authorities, and to participate in political, economic, cultural, social activities both domestically and internationally; mobilizing the support of the people of other countries, international friends, contributing to the successful implementation of the foreign policy of the Communist Party and the State in building and defending the homeland.
- Implementing grassroots democracy, promoting the mastership of the People, creating favorable conditions for citizens, officials, public employees, and workers to be informed, express their will, aspirations, and opinions in accordance with the law.

Thus, the contents of mass mobilization work by the People's Public Security force include:
- Advising on the issuance and implementation of State policies, laws, legal documents, regulations, rules, programs, and plans for mobilizing the People to participate in protecting national security and ensuring social order and safety.
- Propagandizing and mobilizing the People to strictly comply with the guidelines and policies of the Communist Party, the laws of the State, and security and order work. Propagandizing and mobilizing overseas Vietnamese to comply with the regulations of the Government of Vietnam and the local authorities, and to participate in political, economic, cultural, social activities both domestically and internationally; mobilizing the support of the people of other countries, international friends, contributing to the successful implementation of the foreign policy of the Communist Party and the State in building and defending the homeland.

- Grasping the people's situation and inspect, monitor, handle violations, resolve complaints, denunciations, recommendations, and reflections of the People related to ensuring security and order work.
- Organizing to collect supervision and feedback opinions of the Vietnam Fatherland Front, political-social organizations, and the People in building the Public Security force and implementing policies and laws on security and order of the People's Public Security force.
- Coordinating with agencies and organizations in the political system to carry out mass mobilization work, building a movement of all the people to protect national security associated with implementing movements, patriotic emulation movements.
- Mobilizing the People to participate, building a movement of all the People to protect national security; preventing and fighting against crimes, law violations, accidents, and social evils, suitable for each locality, field, and target.
- Implementing the savvy mass mobilization emulation movement of the People's Public Security force. Reviewing, evaluating the quality of models, building, maintaining, and expanding models, exemplary projects in the mass mobilization work of the People's Public Security force and advanced models, exemplary projects in the all-people movement to protect national security.
- Participating in building, consolidating, and improving the activities of the grassroots political system.
- Implementing social security, charity work, assisting the People in preventing, fighting, and overcoming the consequences of natural disasters, calamities, pandemics; strengthening solidarity, building a close relationship between the People's Public Security force and the People.
- Participating in economic, cultural, and social development, implementing national target programs, ethnic and religious policies, and social policies associated with preserving and promoting national cultural traditions and identities.
- Educating officers, soldiers on political, ideological, revolutionary ethics, responsibility, exemplary spirit, and serving the People. Strengthening and building the force for mass mobilization work; reinforcing officers and soldiers to carry out mass mobilization work, ensuring security and order oriented towards the grassroots.
- Organizing training, and fostering knowledge on mass mobilization work of the People's Public Security force.
- Inspecting, monitoring, summarizing, commending, and rewarding mass mobilization work of the People's Public Security force.
- Researching, supplementing, and perfecting the theory of mass mobilization work of the People's Public Security force.
