Pursuant to Article 4 of the 2011 Communist Party of Vietnam Charter, the introducer must be as follows:
- Be an official party member and work together with someone who joined the Party for at least one year;
- Report to the Party cell on the background, qualities, and abilities of people joining the Party and take responsibility for their introduction. If there is anything unclear, report it to the cell and superiors for consideration.
According to Subsection 3.2, Section 3, Regulation 24-QD/TW of 2021, Party members introduce people to the Party as follows:
3.2.1. Be an official party member, work, labor, study or live in the same place of residence for at least 12 months with the person introduced to the Party in the same unit under the leadership of the party committee or grassroots cell. department.
3.2.2. If the party member who introduced the person to join the Party moves to another party cell or grassroots cell, is disciplined or for other reasons cannot continue to monitor and help the person joining the Party, the cell will assign another official party member according to the law. Monitor and help people joining the Party (it is not necessary that the party member works, labors, studies or lives in the same place of residence as the person joining the Party for at least 12 months).
Thus, the person introducing a person to the Party must be an official Party member and work, study or live in the same place of residence for at least 12 months with the introduced person in Vietnam. In this case, your brother is a reserve Party member so he cannot introduce you.

Article 5 of the 2011 Communist Party of Vietnam Charter stipulates as follows:
1. A person admitted to the Party must undergo a twelve-month preparatory period, counted from the date the Party cell holds the admission ceremony. During the preparatory period, the Party cell continues to educate, train and assign official party members to help that party member progress.
2. At the end of the preparatory period, the Party cell considers recognizing official party members one by one and votes as when considering admission; If you do not qualify as a party member, you can request the competent party committee to decide to remove your name from the list of reserve party members.
3. The cell's resolution on the request to recognize official party members must be decided by the competent party committee.
4. Once a Party member has been officially recognized, the party member's party age is calculated from the date recorded in the admission decision.
Therefore, according to the above regulations in Vietnam, a person admitted to the Party must undergo a 12-month preparatory period, starting from the date the Party cell holds the admission ceremony.
