Are party members who give birth to a third child rated as not fulfilling their duties by the cell?

In our Party cell, there are two party members who have violated the regulations on family planning (having 3 children). I would like to ask: Will our Party cell face any consequences? I look forward to your explanation. Thank you!

According to Point d Clause 3.3 Section 3 Part B of Guideline 21-HD/BTCTW of 2019, a cell branch that does not accomplish its duties falls into one of the following cases:

- Completing less than 50% of the targets and tasks set forth for economic - social development, national defense - security by the competent authority (except in force majeure circumstances) or performing poorly in programs and plans for building the Communist Party, building the party's political system.

- Two or more organizations among the following organizations: the Vietnam Fatherland Front, political - social organizations of the same level are rated as "Did not complete the mission".

- The party organization is subjected to disciplinary action.

- A cell branch with more than 20% of the subordinate party organizations rated as "Did not complete the mission," a grassroots cell branch with more than 20% of party members rated as "Did not complete the mission."

Additionally, under Point d Clause 2.3 Section 2 Part B of Guideline 21-HD/BTCTW of 2019, it is stipulated that:

=> A party member who does not meet the "Completed the mission" level or falls into one of the following cases:

- The competent authority concludes that the individual shows signs of degradation in political ideology, ethics, lifestyle, "self-evolution," "self-transformation."

- Completing less than 50% of the assigned targets and tasks in the year.

- Communist Party members who are officials and public employees classified as "Did not complete the mission."

- Communist Party members subjected to disciplinary action within the year (a violation subjected to disciplinary action is counted only once in the rating).

Thus, when a cell branch has 2 party members who violate population policy (having a third child) and are disciplined within a year, those party members will be rated as "did not complete the mission," and if these two violating party members make up more than 20% of the party members in the branch, the branch will be rated as "did not complete the mission."
