Do Citizens Have the Right to Report Violations in Land Management and Use?
Pursuant to Clauses 1 and 2 of Article 199 of the Land Law 2013 stipulating the citizens' supervision over the management and use of land as follows:
Citizens have the right to either personally or through representative organizations exercise their right to supervise and report violations in the management and use of land.
Supervision and reporting must be objective, honest, and in accordance with the law; it is not permissible to abuse the right to supervise to make complaints or accusations inconsistent with the law, causing social disorder; and to be responsible before the law for the accuracy of the information they provide.
Thus, citizens have the right to either personally or through representative organizations exercise their right to supervise and report violations in the management and use of land. However, supervision must also comply with the law, be objective, and honest as stipulated above.
