What are duties and powers of the Personnel Department of Vietnam Social Insurance?

Pursuant to Clause 2 Article 8 of the Decision 2356/QĐ-BHXH in 2022 (effective from 01/01/2023) stipulating duties and powers of the Personnel Department of Vietnam Social Insurance as follows:

a) Advise and assist the Provincial Social Insurance Director in formulating a scheme on establishment, merger and dissolution of the district Social Insurance in accordance with the regulations of the competent authority and submit it to the General Director of Vietnam Social Insurance for decision.

b) Develop long-term and annual payroll plans; manage and allocate payroll quotas for the district Social Insurance and its affiliates in accordance with the provisions of the Vietnam Social Insurance.

c) Participate in the formulation of projects on job positions, structure of titles of civil servants and public employees or projects on adjustment of employment positions, structure of civil servants and public employees in units under the Social Insurance; Provincial Association and District Social Insurance.

d) Organize the implementation of staff planning in accordance with regulations of Vietnam Social Insurance.

d) Organize the recruitment process; to appoint, re-appoint, rotate, resign, relieve from duty, suspend positions and work; salary increase, rank appointment, rank transfer, change of professional titles, consideration for promotion of professional titles for civil servants and public employees under the management of the provincial Social Security in accordance with the law and management decentralization of Vietnam Social Insurance.

e) Assume the prime responsibility for, and coordinate with affiliated units in, formulating programs, plans, and summarizing the implementation of administrative reform and anti-corruption work in the provincial Social Insurance system.

g) Assume the prime responsibility for, and coordinate with relevant units in, formulating and submitting to the Provincial Social Insurance Director for promulgation the internal rules, working regulations, office culture regulations of the Provincial Social Insurance; regulations on cooperation between the provincial Social Insurance and relevant agencies and units in the area and between the units under the provincial Social Insurance. Monitor and urge the units to implement the rules and regulations.

h) Assume the prime responsibility for, and coordinate with relevant units in, formulating and applying a set of performance indicators (KPIs) for units and individuals under the provincial Social Insurance according to the Insurance's decentralization. s) Comply with the information, statistics and reporting regime as prescribed; participate in scientific research and application of information technology in organization and staff work.

The Communication Department has the function of assisting the Provincial Social Insurance Director in managing and organizing communication on social insurance, unemployment insurance, and health insurance; supporting, consulting and answering social insurance, unemployment insurance and health insurance policies for organizations and individuals in accordance with the law, Vietnam Social Security and decentralization managed by the Provincial Social Insurance.

b) Assume the prime responsibility for, and coordinate with relevant professional units in, elaborating the budget for propaganda and funding for the implementation of support activities, consulting and answering annual policies of the provincial Social Insurance and propose the effective use of funds in accordance with the law and Vietnam Social Security. Advise and assist the Provincial Social Insurance Director to sign communication contracts according to regulations.

c) Organize or coordinate with collection service organizations to propagate and mobilize the development of participants of voluntary social insurance and self-pay health insurance according to programs and plans of the Department of Revenue Management - Building Books and Cards approved by the Director of the Provincial Social Insurance

d) Exploiting and using information sources and information channels inside and outside the industry in accordance with law to propagate social insurance, unemployment insurance and health insurance regimes and policies suitable to the purposes and tasks of propaganda in each period of the Industry.

dd) Perform relevant duties as prescribed in the Regulation on speaking and providing information to the press of the Vietnam Social Insurance and the provincial Social Security. Advise and assist the Provincial Social Insurance Director in managing and editing information posted on the Web Portal of the Provincial Social Insurance and the Customer Care and Support Service Center.

e) Receive and process information, support, advise and answer requests of organizations and individuals about social insurance, unemployment insurance and health insurance regimes and policies; via telephone switchboard, Fanpage, zalo, email, the web portal of the Provincial Social Insurance.

g) Receive, process information, provide support, advice and answer directly to requests of organizations and individuals about public services deployed by Vietnam's social insurance industry according to decentralization.

h) Survey the needs of organizations, individuals and people in the area, assessing the satisfaction of organizations, individuals and people with support services, consulting and answering on policies.

i) Direct and provide professional guidance; examine and evaluate the propaganda and consultation, support and answer on social insurance, unemployment insurance and health insurance regimes and policies for the district Social Insurance.

k) Guide the use and organization of electronic transactions within the scope of functions and tasks of the division for the district Social Insurance and organizations and individuals in accordance with the law and regulations of the Vietnam Social Security.

l) Perform digital transformation and data connection according to the department's professional fields. Manage and be responsible for data in professional software according to decentralization, in the whole province.

m) Participate in and propose to competent authorities the formulation, amendment and supplementation of regimes and policies in the field of social insurance, unemployment insurance and health insurance.

n) Participate in inspection and examination delegations in the fields of social insurance, unemployment insurance and health insurance; coordinate with relevant professional departments in handling letters, petitions, complaints and denunciations according to regulations.

o) Assume the prime responsibility for, and coordinate with relevant units (inside and outside the industry) in carrying out the work of information, propaganda, and organization of consulting activities, answering policies on social insurance, unemployment insurance, etc. industry, health insurance. Participate in professional training according to assigned functions and tasks.

p) Organize the implementation of administrative reform programs and plans according to their assigned functions and tasks; apply the quality management system according to the national standard TCVN.
