Vietnam: To implement measures to manage online film dissemination activities

On September 23, 2022, the Ministry of Culture, Sports and Tourism of Vietnam issued Directive247/CT-BVHTTDL on strengthening state management over a number of cultural and artistic activities, festivals, protection and promotion of cultural heritage values, restoration and development of tourism.

According to Vietnam's Directive 247/CT-BVHTTDL, in order to limit the phenomenon of violating regulations on film dissemination, especially the dissemination of films in cyberspace, which is quite common but has not been detected, the Minister of Vietnam requested the Cinema Department:

- Immediately implement measures to manage film dissemination activities in cyberspace such as:

+ Develop a plan to organize human resources and technical means to check film content, classify and display the results of film classification;

+ Coordinate with specialized agencies under the Ministry of Public Security and the Ministry of Information and Communications of Vietnam to organize measures to control film dissemination, prevent and handle violations;

+ Consolidate and improve the quality of activities of the Film Appraisal and Classification Council.

- Strengthen local guidance on expertise in film production, distribution, dissemination, promotion and development in accordance with the law.

- Strictly implement the provisions of Vietnam's Law on Cinema 2006 (amended 2009) and detailed regulations.

In which, special attention is paid to the regulations on the authority to license film classification and film classification criteria and the responsibilities of organizations when participating in the dissemination of films in cyberspace.
