Solutions to implement the Population Distribution Program in extreme difficulty-hit areas of Vietnam

On May 18, 2022, the Prime Minister issued the Decision No. 590/QD-TTg approving the Population Distribution Program for areas facing natural disasters, particularly difficult conditions, bordering areas, islands, free migration, special-use forests for the period of 2021 – 2025 with vision to 2030.

Therefore, program implementation solutions in Vietnam include:

- Arrangement of residential land, dwelling houses and production land, investment in the construction of essential infrastructures;

- Production development;

- Developing vocational education and employment;

- About the propagation and mobilization;

- To raise the program management and implementation capacity.

In which, the solution of "allocation of residential land, dwelling houses and production land, and investment in building essential infrastructures" covers a number of contents of nomination:

- To allocate residential and production land to households and individuals under projects on settlement of inhabitants in accordance with regulations and the local practical and customs conditions.

To exempt or reduce residential-land use levy for households and individuals according to regulations.

- Assistance in settlement of on-the-spot inhabitants: Households and individuals in Vietnam residing in areas facing natural disaster risk but having no land fund for construction of resettlement areas for on-the-spot relocation shall be provided with support in order to upgrade dwelling houses and other essential supplies for natural disaster prevention and control.

The details in Decision No. 590/QD-TTg comes into force from May 18, 2022.
