Priority is given to the use of non-refundable ODA for disease prevention

On December 16, 2021, the Government issued Decree 114/2021/ND-CP on the management and use of official development assistance (ODA) capital and concessional loans of foreign donors.

Accordingly, non-refundable ODA is prioritized to be used to:

- Implement programs and projects on socio-economic infrastructure development;

- Strengthen ability;

- Support in policy, institutional and reform development;

- Prevention, combat, and mitigation of natural disaster risks, disaster relief, and disease prevention ;

- Adaptation to climate change;

- Green growth; innovation; Social Security;

- Prepare investment projects or co-finance projects using concessional loans in order to increase the preferential component of loans.

Compared to the past, additional cases of priority are given to using non-refundable ODA for disease prevention.

(Non-refundable ODA is ODA capital that is not required to be returned to foreign donors, provided in the form of independent projects or in combination with investment projects using ODA loans, concessional loans, etc.) foreign)

Decree 114/2021/ND-CP takes effect from December 16, 2021 and replaces Decree 56/2020/ND-CP .
