The Government has just issued Decree 144/2021/ND-CP on administrative sanctions in the field of security, order and social safety; Prevention of social evils; fire protection and prevention; rescue and rescue; domestic violence prevention and control.

Accordingly, a warning or a fine of from 300 to 500 thousand dong will be imposed for failing to comply with the law on issuance, exchange and re-issuance of citizen identification cards (CCCD).

(Previously, only a warning or a fine of VND 100-200 thousand was imposed for failing to comply with the law on issuance, re-issuance, and change of ID card without regulations on fines for unchanged CCCD. at expiration).

Thus, if citizens do not change to CCCD when it expires, they can be fined up to 500,000 VND.

According to Article 23 of the Law on Citizen Identification , the cases of CCCD change include:

- When the citizen is full 25 years old, full 40 years old and full 60 years old;

- The card is damaged and cannot be used;

- Change information about last name, middle name, first name; identity characteristics;

- Redefining gender, hometown;

- There is an error in the information on the current card;

- When citizens have requests.

In addition, CCCD cards are re-issued in the following cases:

- Lost CCCD card;

- To regain Vietnamese nationality according to the provisions of the Law on Vietnamese nationality.

Decree 144/2021/ND-CP takes effect from January 1, 2022; replace Decree 167/2013/ND-CP .
