Additional content of construction judicial assessment

On December 22, 2021, the Ministry of Construction issued Circular 17/2021/TT-BXD stipulating a number of contents on judicial assessment activities in the field of construction.

Accordingly, the content of construction judicial assessment is regulated as follows:

(1) Inspection of compliance with the provisions of the law on construction planning, construction investment, housing and real estate business, including:

- The compliance with the provisions of the law on construction planning and construction investment activities, in the following stages: formulation and management of the planning; elaboration of construction investment projects, construction survey, construction design, construction, acceptance and handover to put the works into operation, exploitation and maintenance of construction works;

- Compliance with the provisions of the law on housing and real estate business, including: ownership, purchase, sale, transaction, lease, housing and real estate management. (New content)

(2) Inspection of construction quality, including: Quality assessment of survey, construction design, construction materials, components, construction products, construction equipment; inspecting the cause of construction accidents....

(3) Assessment of work construction costs, including: assessment of total investment, work construction estimate, construction bidding package price; valuation of houses and real estate...
