Transport business cars with 9 seats or more must have cameras installed before December 31st, 2021 in Vietnam

The Ministry of Transport of Vietnam has promulgated Official Dispatch 12733/BGTVT-VT dated 30/11/2021 requesting the Ministry Inspector; Directorate for Roads of Vietnam; Departments of Transport of provinces and cities continue to implement Government Resolution 66/NQ-CP dated July 1, 2021; urge the implementation of regulations on installing cameras on transport business cars as prescribed at Decree 10/2020 /ND-CP.

Specifically, the Ministry of Transport of Vietnam requested the Departments of Transport to continue directing and instructing transportation business units in the area to urgently implement the installation of cameras on vehicles to record and store images in traffic for vehicles subject to the installation of cameras (cars for passenger transport business with a capacity of 09 seats or more; trucks for transporting goods by containers, tractors) specified in Clause 2, Article 13, Clause 2, Article 14 of Decree 10/2020/ND-CP.

The implementation time is guaranteed to be completed before December 31st, 2021 according to Resolution 66/NQ-CP dated July 1st, 2021.

In addition, the passenger bus station and freight station are required to closely coordinate in inspecting vehicles entering and leaving the station to strictly comply with the conditions on transport business by car as prescribed;

Strengthening propaganda to drivers, transport business units in having to install cameras on transport business cars before December 31st, 2021 to avoid being handled for violations from January 1st, 2022.

Assigning the Department Inspector to coordinate with the bus station, freight station and functional forces in the area to check the vehicles before leaving the station and during the operation of transport business, strictly handling violations of not installing cameras on vehicles according to regulations in Vietnam.

Previously, on July 1st, 2021, the Government issued Resolution 66/NQ-CP thematic session on law-making in June 2021.

To remove difficulties in implementing regulations on installing cameras on transport business vehicles due to the impact of the COVID-19 epidemic, the Government decided to postpone the sanction for administrative violations against individuals and organizations. No surveillance cameras have been installed on trucks and passenger cars specified in Decree 100/2019/ND-CP by the end of December 31st, 2021.

In conclusion, there is only nearly 1 month left for transport business vehicles to complete the installation of surveillance cameras in accordance with regulations to avoid penalties in Vietnam.
