According to the draft, the ministries and central agencies, on the basis of the assigned State budget estimates, balance and arrange expenditure tasks to ensure sufficient resources to implement the base salary of 1.49 million VND/month, central government budget are not supplemented. At the same time, continue to implement the mechanism to create sources to accumulate and implement wage reform according to regulations; in which, when allocating and assigning estimates to affiliated units, it is necessary to determine to save 10% of recurrent expenditure in 2022 (except for salaries, allowances, salary-based contributions, salary and human expenses according to the regime), ensuring that it is not lower than the level assigned by the Ministry of Finance (if any).

The People's Committees of the provinces and centrally-run cities, when allocating and assigning budget estimates to their subordinate budgets, must determine to save 10% of the recurrent expenditure estimate in 2022 (except for salaries, allowances and expenses allowances according to salary, amounts of salary nature and expenditures for people according to the regime) according to regulations to accumulate salary for the period of 2022-2025, ensuring that it is not lower than the level assigned by the Vietnamese Ministry of Finance.

Localities create sources to accumulate and implement wage reform from 2022 to 2025

The draft states that in 2022, localities will create sources to accumulate and implement wage reform in the 2022-2025 period, including:

70% increase in local budget revenue in 2021 compared with the estimate, (excluding land use levy, construction lottery; one-time land rent is advanced by investors for compensation and site clearance and revenue from handling public property at agencies, organizations and units decided to use by competent authorities for investment expenditures according to regulations; collection of money for the protection and development of rice-growing land; fees for visiting sites world heritage sites and heritage sites; fees for using infrastructure works, public services and utilities in border-gate areas; environmental protection fees for mineral exploitation; collection from the land fund public benefits, collect yields and public property in the commune; collect rent, lease purchase and sale of state-owned houses and the collection of environmental protection fees for wastewater) assigned by the Prime Minister;

The unused source of salary reform in 2021 will be transferred to;

10% savings in recurrent expenditures (except for salaries, salary-based allowances, wages and human expenses according to the regime) estimated in 2022 already assigned by competent authorities;

Use at least 40% of the remaining revenue according to the regime in 2022. Particularly for the revenue from the provision of medical examination, treatment, preventive medicine and other medical services of medical establishments. public use at least 35%.

In case of local budgets and legal resources have been used up to spend on COVID-19 prevention and control and committed to ensuring sufficient resources to carry out wage policy reform, localities are entitled to use these resources. How to apply the residual salary policy to supplement the cost estimate for COVID-19 prevention and control in 2021 and 2022 (part of the local budget is guaranteed).
