Court Clerk training plan in 2022

The Supreme People's Court has just issued Official Letter 51/TANDTC-TCCB dated February 9, 2022 on professional training of Court clerks in 2022, specifically as follows:

1. Subjects and standards for professional training of Court clerks

- Professional training for secretaries:

+ Civil servants holding the rank of Clerk but have not yet received professional training as Court Clerk (priority shall be given to appointing civil servants to be recruited into the Court in the years 2020-2021);

+ Civil servants holding the rank of specialists (have obtained a bachelor's degree in law or higher);

+ Civil servants holding the cadre rank (with a bachelor's degree in law or higher) have held the cadre rank for at least 2 years and within that 2 years have all successfully completed their work tasks.

- Professional training of chief secretaries:

+ Civil servants who have held the rank of Secretary and the equivalent for full 08 years or more (excluding the probationary period, probationary period, including the period of holding the rank of Secretary for at least 01 year). The “equivalent” period is counted from the time the civil servant holds a Bachelor of Laws degree.

+ Having at least 01 year (in 2021) recognized by the agency to successfully complete the task.

2. Time and place of training

- Class opening time : Expected to open in March 2022 (when the situation of COVID-19 epidemic is stable and Court Academy has announced to open classes).

- Location: at the Court Academy.

3. Dossier to register for the Court Clerk training course

Registration documents include:

- Dispatch sending civil servants to study in the unit;

- List of sending civil servants to study (according to the form attached to the dispatch);

- Application form to study by civil servants;

- Curriculum vitae of the civil servant according to form 2C/2008 (issued by the Ministry of Home Affairs), certified by the agency employing the civil servant;

- The comment and assessment of civil servants by the head of the agency employing civil servants in the 2 consecutive years of work (2020, 2021) for civil servants who are holding the rank of civil servant who are sent to train secretaries; 01 consecutive working year (2021) for civil servants who send to train principal secretaries;

- A copy of the university degree in Law or higher (notarized or authenticated) for students who are officials and experts.

The civil servant's application file for the course shall be sent to the Supreme People's Court (through the Department of Organization and Personnel); and send it via email: daotaotoaan@gmail.com before February 21 , 2022 to summarize and report to the Supreme People's Court leadership for consideration and decision.

Note: Past the above time, any unit that does not send the required documents is considered as not having the need to send civil servants to participate in the course.

4. Principles of sending civil servants to participate in the course

The unit sending civil servants to study ensures the provisions of the Regulation on training and fostering cadres, civil servants and public employees of the People's Court issued together with Decision 636/QD-TANDTC dated May 15, 2018 of the People's Court. Chief Justice of the Supreme People's Court.

The head of the unit sending the civil servant to attend the course is responsible to the Chief Justice of the Supreme People's Court for the file of the civil servant participating in the course.
