The Minister of Finance of Vietnam issued Circular 38/2022/TT-BTCdated on June 24, 2022, stipulating the amounts, collection, and payment of fees for issuance of the construction licenses and architects' practice certificates.

Fees for issuance of the construction licenses and architect practice certificates in Vietnam(Internet source)
The fee rates for issuance of the construction licenses and architect practice certificates in Vietnam are as follows:
(1) Fees for issuance of the certificates of eligibility for construction for organizations and licenses to practice construction activities for individuals are as follows:
- Fees for first-time issuing, class adjustment and conversion:
+ Certificates of eligibility for construction for organizations: 1,000,000 VND/certificate;
+ Licenses to practice construction activities for individuals: 300,000 VND/certificate.
(Compared to Circular 172/2016/TT-BTC, there are additional fees for class adjustment and conversion in Vietnam)
- The fee level for re-issuance, adding information, adjusting or renewing the certificate is equal to 50% of the fee for first-time issuance, class adjustment, or conversion.
(Compared to Circular 172/2016/TT-BTC, additional fee is charged in case of extension in Vietnam)
(2) Fees for issuance of architectural practice certificates are as follows:
- The fee level for the first issuance and conversion: 300,000 VND/certificate.
- The fee for re-issuance, renewal and recognition of certificates is 50% of the fee for the first issuance or conversion.

(3) Fees for issuance of construction licenses to foreign contractors: VND 2,000,000/permit.
(4) In case of re-issuance of a certificate or permit issued by a competent state agency with incorrect information, no fee will be collected.

(5) Fees for issuance of the certificates of eligibility for construction for organizations and licenses to practice construction activities for individuals, architect practice certificates, construction licenses to foreign contractors are in VND.
Circular 38/2022/TT-BTC takes effect from August 8, 2022, replacing Circular 172/2016/TT-BTC in Vietnam.
