Transportation and treatment of biomedical waste

Pursuant to Article 42 of the Circular No.02/2022/TT-BTNMT, in which the transportation and treatment of medical wastes are provided as follows:

- 160;Ordinary medical waste must be sorted and collected separately from hazardous medical waste, daily-life solid waste and managed like ordinary industrial solid waste specified in Section 3 of this Chapter; not be recycled for the production of utensils and packages used in the food domain.

- 160;Hazardous medical wastes must be sorted and collected separately from ordinary industrial solid wastes and daily-life solid wastes before they are stored in the biomedical waste storage area in accordance with the law on medical waste management. If the hazardous biomedical waste is treated and recovered by the manufacturer itself, the hazardous biomedical waste generator may either sort or not classify the hazardous biomedical waste according to existing technologies and techniques.

-           Means and equipment for transportation of hazardous biomedical waste must satisfy the provisions of Articles 36 and 37 of this Circular and the following specific requirements for environmental protection:

+ Hazardous medical wastes, before being transported, must be packed in packings, tools and storage equipment in accordance with the law on medical waste management, ensuring that they are not cracked, broken or dispersed in the course of transportation;

+ Tools and equipment storing hazardous biomedical waste which are installed on means of transportation must have tight walls, bottom, hard structure, collision resistance, not be torn, broken, leaked for waste, ensure safety during transportation; fixed or removable on means of transportation and ensure that waste is not spilled or discharged during transportation;

+ The means of transportation of hazardous biomedical waste must have tightly-closed casks or compartments which are preserved; the size of the tank attached to the means of transportation shall comply with the provisions of law on transportation;

+ For areas in which special-use means of transport for transporting hazardous medical wastes are not used, vehicles being motorcycles and mopeds will have boxes closely affixed to cargo racks (at the back of driver position); size of tanks mounted on motorcycles and mopeds comply with the law on road traffic.

Treatment of hazardous biomedical waste

02/2022/TT-BTNMT, according to Clause 4, Article 42 of Circular No.

- Hazardous medical wastes shall be treated in the following priority order:

+  Treatment at facilities performing service of hazardous waste treatment with medical waste treatment items;

+ Hazardous medical wastes are treated after the model of medical establishment cluster (biomedical wastes of a cluster of medical establishments are collected and treated in the system and equipment of a facility in the cluster);

+ Self-treatment at hazardous medical waste treatment facilities and equipment in the medical establishment precincts.

- 160;The Department of Natural Resources and Environment prepares and requests the Provincial-level People's Committee to approve regulations on collection, transport and treatment of hazardous biomedical waste in the province in conformity with local conditions and laws on environmental protection. Regulations on collection, transport and treatment of hazardous biomedical waste shall at least contain:

+ Location, model of hazardous medical waste treatment;

+ Scope and methods of collecting and transporting hazardous biomedical waste;

+160;Information about entities participating in collection, transport and treatment of hazardous biomedical waste;
