According to Decision 791/QD-TTg issued by the Prime Minister of Vietnam on July 3, 2022, the central budget spends 100% on rent support funds for employees.

Specifically, the principles of support from the central budget for local budgets to implement the rent support policy for employees in Decision 08/2022/QD-TTg are as follows:
- The central budget provides targeted support for localities with 100% of the state budget to implement the policy rent support for employees as prescribed in Decision 08/2022/QD-TTg.
- In case the state budget funding for implementation of the policy exceeds the amount of funding needs that each locality has reviewed and reported to the Ministry of Labor, War Invalids and Social Affairs of Vietnam;
Localities must use local budgets and legal resources as prescribed to pay employees according to the subjects and support levels specified in Decision 08/2022/QD-TTg.
In case the local budget balance does not have enough resources to carry out, the locality shall report it to the Ministry of Finance of Vietnam to summarize and report to the Prime Minister of Vietnam for consideration and decision.
Thus, according to Decision 791/QD-TTg, the central budget will spend 100% on rent support funds for employees in Vietnam.
