On February 17, 2022, the Ministry of Culture, Sports and Tourism issued Official Letter 465/BVHTTDL-TCDL guiding the pilot to welcome international tourists in phase 2, specifically as follows:

1. Requirements for international visitors

Foreigners, overseas Vietnamese and Vietnamese citizens eligible to participate in the pilot program to welcome international tourists must meet the following requirements:

- Participating in a tour program of an international travel service business, hereinafter referred to as a tour operator.

- Having a certificate of full dose of COVID-19 vaccine recognized by a competent authority in Vietnam, the last dose given within at least 14 days and not more than 12 months by the time of departure.

Or have a certificate of recovery from COVID-19 disease or equivalent documents certifying a cure of Covid-19 disease, issued by a competent authority in the country of treatment and recognized by Vietnam. The time from the time of discharge from the hospital to the time of departure must not exceed 6 months.

- For tourists under 18 years old, people aged 65 years or older, pregnant women, people with underlying medical conditions (but not monitored and treated at medical facilities) who have not been vaccinated or have not been vaccinated enough. doses of COVID-19 vaccine are accompanied by parents, legal guardians or caregivers who have had the full dose of COVID-19 vaccine or have recovered from COVID-19; must strictly comply with the requirements on testing and regulations on prevention and control of COVID-19 as prescribed.

- Having a negative test result for SARS-CoV-2 (by RT-PCR/RT-LAMP method) within 72 hours before departure and certified by the competent authority of the country performing the test (except for children under 2 years old).

- Have medical insurance or travel insurance that covers COVID19 treatment with a minimum liability of $20,000.

- Ensure the conditions on exit and entry according to the provisions of Vietnamese law on entry and exit.

2. Regarding personnel inspection and approval, visa issuance, temporary residence certificate

- International travel enterprises carry out procedures to invite and guarantee foreigners to enter at the Immigration Department (Ministry of Public Security) according to regulations.

- Before carrying out the procedures, the enterprise shall notify of its legal status together with the document of the Ministry of Culture, Sports and Tourism on the selection to participate in the pilot program; together with a contract to develop a tour program in the permitted area with a service provider eligible to welcome international tourists (within the first 3 days or the first 7 days as required for tourists). mentioned in section 3).

- The entry visa has a term suitable for the tourist program, if the guest continues to register for the tourist program in the local areas that are allowed to welcome international tourists, consider extending the temporary stay under the insurance policy. enterprise's receipts.

- For those who wish to stay for investment or visit relatives, they can carry out the procedures for requesting a change of purpose according to the provisions of the Law on entry, exit, transit and residence of foreigners in Vietnam.

3. The process of participating in a tour program in Vietnam

3.1 For travelers who have had the full dose of vaccine or recovered from COVID-19

- Join a tour program of a travel agency with a period of at least 03 days from the date of entry.

- Tourists self-monitor their health within the first 3 days from the date of entry, if there are symptoms of fever, cough, sore throat, shortness of breath, body pain - fatigue - chills, decreased or lost taste or sense of smell, or have a positive result for COVID-19 during self-testing, must immediately notify the tour operator and medical staff for timely screening and management.

- Test by RT-PCR method on the 3rd day from the date of entry. In case the test result is positive, the regulations of the Ministry of Health shall be followed. The cost of treatment is covered by insurance or tour operators.

If the test results are negative for SARS-CoV-2, they will continue to monitor their health until the end of 14 days from the date of entry.

- After receiving a negative RT-PCR test result for COVID-19 on day 3, travelers can do the following activities:

+ Continue to participate in the tour program according to the registered travel program (in case the program is longer than 03 days).

+ Join tour programs and use local services to welcome international tourists.

+ Returning to localities according to places of residence, visiting registered relatives.

- Guests can leave the country on regular international commercial flights or licensed charter flights.

3.2 For tourists (accompanied by parents, guardians) who have not been vaccinated or have not received enough doses of COVID-19 vaccine

- Join a tour program of a travel agency within the first 7 days from the date of entry.

- Tourists self-monitor their health within the first 07 days from the date of entry...

- Test by RT-PCR method on day 3 and day 7.

- Parents, legal guardians, caregivers who have received the full dose of COVID-19 vaccine or who have recovered from COVID-19 are accompanied by tourists who have not been vaccinated or have not received enough doses of COVID-19 vaccine. must comply with testing requirements and regulations on COVID-19 prevention and control as for travelers who have not been vaccinated or have not received enough doses of COVID-19 vaccine.

- After receiving a negative RT-PCR test result for COVID-19 on day 7, travelers can do the following activities:

+ Continue to participate in the tour program according to the registered travel program (in case the program is longer than 07 days).

+ Join tour programs and use local services to welcome international tourists.

+ Go to the localities according to the place of residence, visit the registered relatives.

- Guests can leave the country on regular international commercial flights or licensed charter flights.

- For tourists participating in a tourism program of less than 07 days, after completing the tour, tourists return to their home country on regular international commercial flights or charter flights. licensed in accordance with the guidelines and procedures published by the respective country.
