According to Circular 01/2022/TT-BTP , from February 18, 2022, it is possible to use electronic copies of birth certificates, marriage certificates, etc. to carry out administrative procedures instead of paper copies.

Specifically, in Clause 2, Article 9 of Circular 01/2022/TT-BTP stating that the legal value of the electronic civil status papers is made according to the provisions of Clause 6, Article 12 of Decree 87/2020/ND- CP and the following instructions:

- An electronic form of civil status papers issued by the Ministry of Justice, providing civil status information or a source for looking up civil status information of an individual, has the same value as civil status papers. Agencies and organizations are responsible for accepting, using, and may not require individuals to submit or present civil status papers for comparison.

- Electronic copies of civil status papers have the same validity as paper ones in transactions and administrative procedures carried out online; is valid to replace paper civil status papers when carrying out civil status registration procedures directly at civil status registration offices.

- The QRcode on the electronic civil status document is the Internet address that leads to the data and image format of the corresponding civil status document in the electronic civil status database, which is valuable for providing information about the identity of the civil status document. accurate, valid, detailed information of civil status papers in the electronic civil status database.

- Individuals, agencies and organizations when receiving the electronic copies of civil status papers submitted and presented by the civil status registration requesters may check the accuracy, expiry date and updated information of the civil status papers. electronic civil status papers through QRCode on the electronic version of that document.

Thus, according to this regulation, people when going to do administrative procedures do not need to carry civil status papers such as birth certificates, marriage certificates, etc.

In addition, promulgated together with Circular 01/2022/TT-BTP has:

- Contents of electronic documents of civil status; written certification of civil status information; Death notice (Appendix 1);

- Contents of integrated interactive electronic civil status forms, serving online civil status registration (Appendix 2).

To get an electronic copy of civil status papers, people access the National Public Service Portal, the Provincial Public Service Portal to register for an account and authenticate users according to the instructions.

After successfully logging in to the account, the person requesting online civil status registration shall provide information in an interactive electronic form, attaching a photo or an electronic copy of the prescribed papers and documents; pay fees and charges through the online payment function or by other methods as prescribed by law...

Persons who request civil status registration may receive civil status registration results by one of the following methods: Receive an electronic copy of civil status papers sent by email, the organization's electronic data management repository, that individual; Receive an electronic copy of civil status papers sent to a digital device, through an appropriate data transmission method, ensuring information safety and confidentiality...
