1. What is an integrated driving license?

Pursuant to Clause 1, Article 33 of Circular 12/2017/TT-BGTVT, the integrated driving license is stipulated as follows:

Every person is granted only 01 PET material driving license management number for licenses with permanent and limited validity period.

Also in Article 17 of Circular 12/2017/TT-BGTVT, stipulating validity period of driver licenses

- Class A1, A2, A3 driving license has no term.

- Class B1, class A4, B2, class C, D, E, FB2, FC, FD, FE driving license has a term. 

2. How is the driving license integrated?

According to Clauses 2 and 3 of Article 33 of Circular 12/2017/TT-BGTVT, stipulating the integration of driving licenses as follows:

If a person want to integrate driving licenses, (s)he shall fill in the training and testing request form to grant driving license specified in Appendix 7 issued together with Circular 12/2017/TT-BGTVT or follow driving license renewal procedures as prescribed in Article 38 of Circular 12/2017/TT-BGTVT.

Any driver who has an integrated driving license (license with combined permanent and limited validity period) may submit application for separation as prescribed in Article 38 of Circular 12/2017/TT-BGTVT.

3. With integrated driving license being suspended, are drivers allowed to drive in Vietnam?

Handling of integrated driving license in sanctioning administrative violations in the field of road and railway traffic is specified in Clause 4, Article 4 of Circular 37/2017/TT-BGTVT as follows:

- In case the violator is deprived of the right to use the integrated driving license, including definite and indefinite terms. Then, it must be clearly stated in the decision, sanctioning administrative violations of the vehicle classes allowed to drive under the driving license.

- The sanction of deprivation of the right to use the license for a definite term or an indefinite license for the used vehicle when committing the violation. The administrative violators are entitled to control the remaining vehicles listed on the driver's license.

Note: In this case, the driver should bring a record of administrative violations to present in case an inspection is required.

Thus, when the holder of an integrated driving license is suspended from the right to use the driver's license, he or she is still allowed to drive a vehicle in traffic for the remaining vehicle specified on the driver's license.
