Specifically, in Article 3 of Circular 41/2021/TT-BGDDT stipulating the time limit for periodically changing jobs with education civil servants who do not hold leadership, managerial and educational public positions is as follows:

- The period of periodical change of working position is from full 03 years to 05 years (excluding the probationary period of civil servants and public employees).

(Currently, the time limit for periodically changing working positions for civil servants and education officials is 05 years (60 months full).

The time to calculate the time limit for changing working positions is the time when the competent authorities' documents on mobilization, arrangement and assignment of tasks are issued according to the provisions of law.

- Units promulgate a list of working positions subject to periodic conversion based on the above provisions to determine the period of periodic change for each specific working position.

Thus, from February 14, 2022, the period for periodically changing jobs with education officials and public employees is from full 3 years to 5 years (excluding the probationary period of civil servants and public employees). instead of full 5 years as current regulations.

The list of working positions must be periodically changed with civil servants and public employees in the education sector

Pursuant to Article 2 of Circular 41/2021, the list of working positions subject to periodic change for public servants and public employees in the education sector is specified as follows:

- Management of budgets and assets in agencies and units:

Budget allocation.

+ Accounting.

+ Public procurement.

+ Appraisal, inspection and settlement of expenses.

- Direct contact and solve work:

+ Evaluate personnel to submit to competent authorities to appoint cadres, civil servants and public employees, to recognize principals, school councils, and school council presidents.

+ Appraisal of personnel to submit to competent authorities for training and retraining of cadres, civil servants and public employees.

+ Evaluate personnel to submit to competent authorities to mobilize and rotate cadres, civil servants and public employees.

+ Organize recruitment of civil servants and public employees.

+ Organize the civil service promotion exam.

+ Organization of examination or consideration for promotion of professional titles of public employees.

+ Appraise documents to submit to competent authorities for approval on organizational structure.

+ Appraise documents to submit to competent authorities for approval on payroll.

+ Appraisal of new establishment projects, rearrangement of agencies, organizations and units

and state enterprises.

+ Appraise dossiers to submit to competent authorities for decision on forms of emulation,

Bonus.

+ Appraise records to submit to competent authorities to decide on disciplinary forms.

+ Allocating training targets and budgets.

+ Manage and implement the salary regime for cadres, civil servants, public employees and employees.

- Education and training:

+ Advise, organize exam questions, organize exams, select good students, recruit middle school students

high school, college major in early childhood education, university, master, doctorate.

+ Allocating training enrollment quotas to schools in the national education system, allocating training quotas abroad according to the Government's projects.

+ Appraise and approve training and retraining programs of schools

in the national education system.

+ Appraisal of textbooks, teaching materials, technical remedial materials

teaching and research services.

+ Appraisal of dossiers of establishment of schools in the national education system.

+ Manage projects and projects in the field of education and training.

+ Allocating and appraising scientific research topics in the field of education and training

- Inspect:

+ Perform inspection, citizen reception, complaint and denunciation settlement, and anti-corruption work of agencies, organizations and units.

+ Civil servants assigned to perform specialized inspection tasks.

Circular 41/2021/TT-BGDDT  takes effect from February 14, 2022; replace Circular 35/2010/TT-BGDĐT  and Circular  33/2015/TT-BGDĐT .
