The Vietnam General Confederation of Labor responded to comments on supporting union members and employees affected by Covid - 19 at Dispatch 3992/TLD-QHLD 2022

 

Provisions on suspension of actual expenditures for union members and employees affected by COVID-19 epidemics from March 01, 2022

Pursuant to Decision No. 4292/QD-TLD dated January 01, 2016 on suspension of Decision No.

- The VGCL shall stop implementing the Decision No. 16049/QD-TLD dated December 15, 2021 of VGCL on expenditure of subsidies for trade unionists and employees affected by COVID-19 epidemics from March 01, 2022.

- From March 1, 2022, expenditures for trade unionists and employees affected by COVID-19 (including F0 death) shall be subject to regulations on payment of subsidies, questions and benefits specified in the Decision No. 4290/QD-TLD dated March 1, 2022 of the Vietnam General Confederation of Labor on promulgation of regulations on revenues, expenditures, management of finance and assets of Trade Unions and the Decision No. 4291/QD-TLD dated March 1, 2022 of the Vietnam General Confederation of Labor on promulgation of regulations on standards, limits of expenditure for trade unions.

- This Decision takes effect on the date of its signing. Documentation that must be submitted to apply for payment of subsidies for entities infected with COVID-19 before March 1, 2022 under the Decision No.1603749/QD-TLD dated December 15, 2021 of the Vietnam General Confederation of Labor shall be received no later than March 31, 2022.

The Vietnam General Confederation of Labor shall respond to the opinions about the support for trade unionists and employees affected by Covid – 19?

After receiving the Official Dispatch No. 1413/LD dated March 18, 2022 of the Confederation of Labour of Ben Tre Province on asking for opinions on assistance for unionists, employees affected by Covid-19 and 1600;

- As prescribed in clause 4 Article 5 of the Decision No. 160; 3749/QD-TLD dated December 15, 2021 of the Presidium of Vietnam General Confederation of Labor on payment of subsidies for trade unionists and employees affected by the Covid-19 disease, including members of the delegation and employees who are positive for the Sars-CoV-2 period before December 15, 2021 but the duration of treatment continuously extends after December 15, 2021 and have not received any subsidies under the Decision No.1602606/QD-TLD and the Decision No.3022/QD-TLD shall be eligible for subsidies as prescribed in clause 1 Article 1 of the Decision No.3749/QD-TLD. The Decision No.3749/QD-TLD dated December 15, 2021 shall be applied. These cases shall not be paid in accordance with the Decision No. 2606/QD-TLD and the Decision No. 3022/QD-TLD of the General Confederation.

- As prescribed in Clause 1 Article 3 of Decision No. 4292/QD-TLD dated March 01, 2022 of Board of Presidents of Vietnam General Confederation of Labor on termination of the Decision No. 3749/QD-TLD dated December 15, 2021 on expenditures on subsidies for trade unionists and employees affected by Covid-19 diseases: Covid-19 infected cases – before March 01, 2022 inclusive of the duration of treatment that may last longer after March 01, 2022, trade unions may receive applications no later than March 31, 2022 and are eligible for subsidies as prescribed in Decision No. 1603749/QD-TLD 

Accordingly, Vietnam General Confederation of Labour has responded to the opinions of trade unionists/ employees affected by Covid – 19 of Confederation of Labour of Ben Tre Province Accordingly, Confederation of Labor of Ben Tre province and other provinces need carefully study the regulations of General Confederation, spend to support trade unionists and employees promptly and properly.
