Subjects and conditions to support house rental?

Pursuant to Article 4 of the Decision No.08/2022/QĐ-TTg 

"Article 4. Subjects and conditions for support

Employees working in enterprises in industrial zones, export processing zones or key economic zones shall be supported when they meet the following conditions:

1. In the period from February 01, 2022 to June 30, 2022.

2.  2. has an indefinite-term employment contract or a definite-term employment contract of at least 1 month which has been entered into before April 1, 2022.

.  The employee is covered by compulsory social insurance (who is on the list of employees covered by compulsory social insurance of the social security agency) in the month preceding the date on which the enterprise makes the list of employees asking for subsidies on housing rents.

Where the employees are not subject to the compulsory social insurance under the provisions in Clause 4, Article 2 of Decree No. 115/2015/ND-CP dated 11/11/2015 of the Government detailing a number of Articles of the Law on social insurance on compulsory social insurance, they must be named in the list of enterprise's salary payment of the month preceding the time the enterprise makes the list of employees requesting the assistance of house rent."

Support level, time and method of payment of house renting support?

Pursuant to Article 5 of the Decision No.08/2022/QĐ-TTg 

"Article 5. Levels, time and methods of payment

1.  The subsidy is VND 500,000/person/month.

2.  Time for support: A maximum of 3 months.

3.  Payment method: Monthly."

What is the dossier to request the support of house hiring?

Pursuant to Article 6 of the Decision No.08/2022/QĐ-TTg 

- A list of applicants for subsidies on housing rents confirmed by the social insurance authority according to the Form No.

- If in the list of workers who are not covered by compulsory social insurance, the application shall include a copy of the list of employees of the month preceding the time in which the enterprise makes the list of workers who request subsidies on housing rents.

Time for receiving dossier to support the employees to rent houses?

Pursuant to the Official Dispatch No. 2219/BHXH-QLT dated 29/4/2022 stipulating the time for receiving dossier as follows:

- For laborers working in enterprises in industrial parks, export-processing zones or key economic zones, who fully meet the conditions prescribed in Article 4, Chapter II of Decision 08, the enterprises shall make the lists according to Form No. Monthly or consolidated 2 – 3 months, and no later than August 15, 2022.

- If the worker returns to the labor market as prescribed in Article 8, Chapter III of Decision No. The time limit for submission of dossier is before the 15th date of each month; no later than the 15th date of August 2022.

Thus, the enterprises shall send the list to the social insurance agency where the collection is managed through electronic transaction or public service portal of Vietnam Social Insurance,  National Public Service Portal or send the paper dossier by post. Thus, the enterprise shall be responsible to the law for the accuracy and truthfulness of the workers' information specified in the form. If the dossiers are made to wrong subjects, thus causing delays in dossiers, affecting the interests of laborers, the units shall take full responsibility therefor.
