1. Who are the youth volunteers?

According to Clause 1, Article 23 of the Youth Law 2020, youth volunteers are the youth voluntarily taking part in activities for the community and society that comply with regulations of laws.

2. Regulations on Benefits for young volunteers in Vietnam

2.1. Benefits for youth volunteering to participate in programs, schemes and projects

Benefits for youth volunteering to participate in programs, schemes, and projects according to Articles 9 and 10 of Decree 17/2021/ND-CP are as follows:

* Benefit for youth volunteers during the implementation of programs, schemes, and projects:

- To have a competent agency or organization to sign a labor contract; fully enjoying the regimes and Benefits for employees according to the provisions of the labor law, the law on social insurance, and health insurance.

- To be entitled to salary or wage regimes, allowances, per diems, and other regimes and Benefits specified in programs, schemes, and projects already approved by competent authorities.

- To be equipped with necessary working facilities and personal protective equipment, ensuring safety in accordance with the requirements of volunteer activities.

- To be trained and cultivated to improve knowledge and necessary skills in the process of performing assigned tasks.

- To be assigned and assigned tasks suitable to their trained professional qualifications and the need to arrange and employ young volunteers.

- To participate in collective activities; be trained; considered for admission to the Ho Chi Minh Communist Youth Union; and considered for admission to the Communist Party of Vietnam in accordance with the provisions of the Charter of the Ho Chi Minh Communist Youth Union and the Charter of the Communist Party of Vietnam.

- To be facilitated by the local government, the unit where the volunteering activity takes place; participate in local political, cultural, and social activities.

- To be considered by the party committees, local authorities, and units where volunteer activities take place to create a source of leadership and management staff in accordance with the local leadership and management cadre planning.

- If the socio-economic development programs, schemes, and projects of volunteer youth are assessed as effective and feasible by the party committees, local authorities, and units where the volunteer activities take place, they will be considered by the local government, supporting their organization and implementation.

- If young volunteers who commit acts of bravery are killed or injured in one of the cases prescribed by the law on preferential treatment for people with meritorious services to the revolution, the People's Committee of the commune where the volunteering activities take place shall request the competent agency to consider and recognize him/her as a martyr.

Or decide to enjoy Benefits like invalids in accordance with the law on preferential treatment for people with meritorious services to the revolution.

- Youth participating in volunteer activities who die are entitled to a funeral allowance according to the provisions of the law on social insurance. shop or family at the request of relatives.

* Benefit for young volunteers who have completed programs, schemes, and projects

- To have a certificate of volunteer participation from the local authority where the volunteer activity takes place.

- To be considered, planned, trained, and arranged by the competent authority or unit where the volunteering activities take place if they have successfully completed the tasks or more during the volunteering period and have a need to continue staying in the local area to work.

- One-time support equal to half of current salary or salary after completing assigned tasks.

- To enjoy the Benefit of supporting vocational training in association with job creation in accordance with the law.

- Young volunteers who wish to stay and settle down and set up a business in the localities that are ethnic minority and mountainous areas, remote and border areas, islands, and regions with good economic conditions, especially difficult communes, may apply the State's Benefits on socio-economic development according to the areas where they live.

2.2. Benefit for youth volunteering for the community and society

The benefit towards youth volunteers for the community and society under Articles 11 and 12 of Decree 17/2021/ND-CP stipulates as follows:

* Benefit for youth volunteers during volunteer activities

- To receive training and retraining in volunteering knowledge, skills, and techniques by agencies, organizations, and units organizing volunteer activities.

- Be equipped with the necessary working facilities and personal protective equipment to ensure safety, in accordance with the requirements of volunteer activities.

To participate in collective activities; be trained; considered for admission to the Ho Chi Minh Communist Youth Union; and considered for admission to the Communist Party of Vietnam in accordance with the provisions of the Charter of the Ho Chi Minh Communist Youth Union and the Charter of the Communist Party of Vietnam.

- Youth volunteers are killed or injured while performing volunteer duties in one of the schools.

In accordance with the provisions of the law on preferential treatment of people with meritorious services to the revolution, the People's Committee of the commune where the volunteering activities take place shall request the competent authority to consider and recognize him as a martyr.

Or decide to enjoy Benefits like invalids in accordance with the law on preferential treatment for people with meritorious services to the revolution.

- Young volunteers who die while performing their duties will receive burial support in accordance with the law on social insurance.

 In the event that young volunteers do not participate in social insurance, they will be supported by agencies, organizations, units or organizations engaged in voluntary activities for burial and by means of transportation to their hometown or family at the request of their relatives.

- If young people who are not eligible to participate in social insurance or compulsory health insurance and who have not yet participated in social insurance or voluntary health insurance while on voluntary duty have an accident, they will be entitled to the following benefits: Agencies, organizations, and units that organize volunteer activities must ensure the following Benefits:

+ In case of an accident leading to a decrease in working capacity from 5% to 30%, at least half of the cost of medical treatment, health rehabilitation and rehabilitation of the reduced function will be covered;

+ In the event of an accident leading to a decrease in working capacity of 31% or more, in addition to the prescribed support regime, he is also entitled to a one-time allowance of at least VND 5,000,000. After that, for every additional decrease of 1%, the minimum increase is 1,000,000 VND;

+ In the event of death due to an occupational accident, a one-time allowance of at least VND 50,000,000 must be provided.

- Young people who are cadres, civil servants, public employees, employees working in agencies, units, state economic organizations, and armed forces participating in voluntary activities have brave actions to save lives and to save the property of the state and the people, but injured and needing treatment according to the conclusions of the health authorities, then:

Time off work for treatment is still counted in the working time to enjoy the regimes and Benefits of the state in accordance with the law.

- Young people who are students and students participating in volunteer activities have brave actions to save lives and property of the state and of the people but are injured and need treatment according to the conclusions of health authorities. The learning process is interrupted to complete the study program.

* Benefit for young volunteers after they have completed their volunteer activities:

- Certificate of volunteering

- To enjoy Benefits to support vocational training and job creation in accordance with the law on vocational education and the law on employment.

- To be considered and prioritized for selection to participate in socio-economic development and defense programs, schemes, and projects if participating in volunteer activities for 3 months or more. In the case of participating in many volunteer activities in batches, the time for participating in volunteer activities will be accumulated.

Thus, young volunteers will enjoy Benefits when participating in programs, projects, and activities for the community and society as prescribed.
