1. What is pluralism allowance?

According to Clause 2, Article 6 of Vietnam's Decree 204/2004/ND-CP, the pluralism allowance is part of the salary allowance regime for cadres, civil servants, public employees and the armed forces holding leadership positions (election, appointment) in an agency, unit if he/she is elected and/or appointed as the top management position of such office(s) and/or unit(s) that are allowed to have the part-time head.

2. Pluralism allowance regimes for officers in Vietnam

The pluralism allowance regimes for officer according to Sections I, II and III of Vietnam's Circular 25/2007/TT-BQP is as follows:

2.1. Subjects of pluralism allowance regimes

- Officers holding a leadership position in an agency or unit; concurrently be elected or appointed to one or more leading positions at the head of other agencies or units, in which this other agency or unit is assigned a full-time staff as the head but operates on a part-time basis.

Other agencies and units mentioned above are those established in accordance with their competence, in accordance with the legal order, with their own payroll and operating expenses, a seal, and a bank or State Treasury account.

Example 1: Comrade Deputy Chief of the General Staff of the Vietnam People's Army; cum Director of Military Training Department-General Staff. The Deputy Chief of the General Staff is entitled to a concurrent allowance from the month the Defense Minister's Decision takes effect.

- Officers holding a leading leadership position in an agency or unit in the army; concurrently appointed by a competent authority to concurrently hold a leadership position in an agency or unit outside the military.

Example 2: Comrade Director of the Central Military Procuracy; appointed by the State President to concurrently hold the position of Deputy Head of the Supreme People's Procuracy.

The Chief Procurator of the Procuracy is entitled to a part-time allowance from the month the President's appointment decision takes effect.

2.2. Principles and methods of calculation and payment of pluralism allowance

- Subjects as prescribed are entitled to only one part-time allowance for the duration of holding one or more of those concurrently leading positions. When he/she no longer holds a leadership position, he/she will no longer receive the part-time allowance beginning with the month following the month in which he/she no longer holds the concurrently leading position.

- For subjects on the payroll of any agency or unit, such agency or unit shall pay part-time allowances to such person from the month in which the competent authority decides to appoint him to a concurrent position. The lists of leaders of other agencies and units take effect from the funding sources of the agencies and units according to the current financial regime.

- Allowances for concurrently holding positions of leaders of other agencies and units are calculated and paid in the same monthly salary period and are not used to calculate the payment and enjoyment of the social insurance regime.

2.3. Pluralism allowance level

The specified subjects are entitled to a part-time allowance equal to 10% of the salary level of the rank plus the allowance for the current leadership position.

The level of allowance for concurrently holding the position of leader of another agency or unit =  Salary coefficient of the rank plus the coefficient of allowance for the current leader position x General minimum salary x 10%
