From 2022, increase the monthly allowance for commune-level officials who have retired

The Ministry of Home Affairs has just issued Circular 2/2022/TT-BNV guiding the adjustment of the monthly allowance from January 1, 2022 for commune, ward and township officials who have quit their jobs under Decision No. 130-CP dated 20/6/1975 of the Government Council and Decision 111-HDBT dated 13/10/1981 of the Council of Ministers.

Accordingly, from January 1, 2022, to adjust the monthly allowance for old and weak commune cadres who have retired according to the provisions of Article 2 of Decree 108/2021/ND-CP on adjustment of pensions, social insurance allowance and monthly allowance as follows:

(1) Increase by 7.4% of the monthly allowance above the level of allowance enjoyed as of December 2021 according to the following formula:

Monthly allowance received from 01/01/2022 = Allowance level as of December 2021 x 1,074

In which: The subsidy level as of December 2021 is the level of allowance specified in Clause 2, Article 2 of Circular 09/2019/TT-BNV .

Note , the monthly allowance for elderly and weak commune-level cadres who have quit their jobs after adjusting according to the above formula but is lower than VND 2,500,000/month has been increased by the following allowance:

- An additional 200,000 VND/person/month for those whose monthly allowance is less than 2,300,000 VND/person/month;

- Increase to 2,500,000 VND/person/month for those whose monthly allowance is from 2,300,000 VND/person/month to less than 2,500,000 VND/person/month.

Monthly allowance to be enjoyed from 01/01/2022

Pursuant to the above regulations, the monthly allowance to be enjoyed from January 1, 2022 (rounded) for old and weak commune-level cadres who have retired is adjusted as follows:

- For cadres who are former Secretary of the Party Committee, Chairman of the Commune People's Committee: VND 2,473,000/month;

(According to Clause 2, Article 2 of Circular 09/2019/TT-BNV , the benefit level is VND 2,116,000/month)

- For cadres who are former Deputy Secretary, Vice Chairman, Standing Party Committee member, Secretary of the People's Committee, Secretary of the Commune People's Council, Commune Team Leader, and Chief of the Commune Police: VND 2,400,000/month;

(According to the old regulations, the benefit level is VND 2,048,000/month)

- For the remaining titles: 2,237,000 VND/month.

(According to the old regulations, the benefit rate is VND 1,896,000/month)

Thus, from January 1, 2022, old and weak commune-level cadres who have quit their jobs can enjoy a minimum allowance of VND 2,237,000/month and a maximum of VND 2,473,000/month.

Circular 2/2022/TT-BNV takes effect from March 15, 2022. The regime specified in Circular 2/2022 will  be applied from January 1, 2022.
