Who is exempt from paying toll fees for state-invested highways in Vietnam?

According to the latest regulations, who will be exempt from toll fees on highways invested by the State of Vietnam?

Who is exempt from paying toll fees for state-invested highways in Vietnam?

According to Article 6 of Decree 130/2024/ND-CP issued by the Government of Vietnam, the following 10 subjects are exempt from highway usage fees for highways owned, directly managed, and exploited by the State:

(1) Ambulances.

(2) Specialized vehicles for national defense service including vehicles with license plates: Red background, white embossed letters and numbers fitted with specialized equipment for national defense (including: tanker vehicles, crane vehicles, vehicles transporting marching armed forces understood as passenger cars with 12 seats or more, transport vehicles with canopy and seats installed in the trunk, control vehicles, military inspection vehicles, specialized vehicles transporting prisoners, rescue vehicles, satellite communication vehicles, other specialized vehicles serving national defense), vehicles on urgent mission using one of the priority signals as prescribed by law in emergency circumstances.

(3) Fire trucks of the Fire Prevention and Fighting and Rescue Police force and fire trucks of other forces mobilized to perform firefighting tasks with priority signals as prescribed by law.

(4) Specialized vehicles of units within the organization system of the People's Public Security forces including:

- Traffic control patrol cars of the traffic police with features: a rotating light on the car roof and the words “CẢNH SÁT GIAO THÔNG” on both sides of the car;

- Cars of 113 police with the words “CẢNH SÁT 113” on both sides of the car;

- Cars of mobile police with the words “CẢNH SÁT CƠ ĐỘNG” on both sides of the car;

- Transport vehicles fitted with seats in the trunk of the People's Public Security force on duty;

- Vehicles transporting prisoners, rescue vehicles, and other specialized vehicles of the People's Public Security force;

- Specialized vehicles (satellite communication vehicles, bulletproof vehicles, anti-terrorism and riot vehicles, and other specialized vehicles of the People's Public Security force);

- Vehicles of the Public Security force on emergency duty using priority signals as prescribed by law.

(5) Vehicles designed for funeral services, including:

- Vehicles with specialized structures for funeral services (including funeral cars, refrigerated trucks used to store and transport bodies);

- Other vehicles involved in funeral services (including vehicles transporting guests accompanying funeral cars, trucks carrying flowers, vehicles escorting pictures) are vehicles exclusively for funeral activities and have vehicle registration certificates under the name of the funeral service unit. The funeral service unit must provide a declaration of commitment that these types of vehicles are only used for funerals and send it to the electronic payment service provider (specifying the number of vehicles, license plates for each type).

(6) National defense vehicles participating in maneuvers, tactical mobility, transporting weapons and equipment with military guidance vehicles.

(7) Convoys guided by traffic police vehicles.

(8) Cars of the Public Security, national defense force using nationwide highway tickets as stipulated in Clause 2 Article 8 of Decree 130/2024/ND-CP.

(9) Vehicles on duty transporting medicine, machinery, equipment, materials, and goods to disaster-hit areas or epidemic zones as prescribed by law in emergency situations of major disasters or dangerous epidemics.

(10) Dike protection vehicles; vehicles on emergency missions for flood and storm prevention and control as directed by competent authorities.

Thus, these 10 subjects will be exempt from highway usage fees for state-invested roads.

What is the highway usage fee for state-invested roads for vehicles with fewer than 12 seats in Vietnam?

The highway usage fee for state-invested roads for vehicles with fewer than 12 seats is specified in the Appendix issued with Decree 130/2024/ND-CP:

- Level 1: 2,600 VND/vehicle.km.

- Level 2: 1,800 VND/vehicle.km.

In which:

Level 1 applies to vehicles traveling on highways specified in Clause 1 Article 3 of Decree 130/2024/ND-CP. Level 2 applies to vehicles traveling on highways specified in Clause 2 Article 3 of Decree 130/2024/ND-CP.
