Pursuant to Clause 18, Article 3 of the Law on Road Traffic 2008:
Article 3. Interpretation of terms
In this Law, the terms below are construed as follows:

18. Road motor vehicle (below referred to as motor vehicle) means automobile; tractor; trailer or semi-trailer drawn by automobile or tractor; motorcycles, three-wheeled motor vehicle, moped (including electric moped) and the like.

Thus, road motor vehicles include:
- Automobile;
- Tractor;
- Trailer or semi-trailer drawn by automobile or tractor;
- Motorcycles,
- Three-wheeled motor vehicle,
- Moped (including electric moped) and the like.
In addition, based on Article 6 of Circular 31/2019/TT-BGTV, the maximum allowed speed of road vehicles travelling in crowded area, except on expressway, is specifically:
- On dual carriageways; one-way streets with at least 2 lanes for road vehicles: 60 km/h.
- On two-way streets; one-way streets with 1 lane for road vehicles: 50 km/h.
Pursuant to Article 5 of Circular 31/2019/TT-BGTVT, a vehicle operator participating in road traffic must slow down to a stop safely when:
- He/she encounters a warning sign or obstacle on the road; or
- He/she changes in travel direction or has limited vision; or
- He/she arrives at an at-grade intersection; at a level crossing; at a road curve; at a road with hairpin turns or steep slopes; at a narrow or bumpy road; or
- He/she crosses a narrow bridge or culvert; crosses an overflowing damp, underground or tunnel; reaches near the peak of a slope, when descending it; or
- He/she passes an area with schools, hospitals, bus stations, crowded public constructions; an area with large population, with factory or office situated along the road; road construction sites; traffic accident scene; or
- He/she approaches a pedestrian or a person with disability confined to a wheelchair crossing the road; or
- He/she encounters livestock walking or herded along the road; or
- He/she avoids a vehicle from the opposite direction or gives way to a vehicle behind; receives a turn signal or an emergency flasher of a leading vehicle;
- He/she approaches a bus stop or a parking spot with passengers getting on or off of a vehicle; or
- He/she encounters a prioritized vehicle on a mission; a heavy transport vehicle; pedestrians; or
- He/she operates the vehicle in the rain, fog, dust; on slippery, muddy road or road with lots of scattered rocks and debris;
- He/she controls the vehicle through vehicle weigh stations, police stations or tollbooths for road vehicles.

2. Content control
a) Control documents related to people and vehicles, including:
Driving license; a certificate of legal knowledge training on road traffic, certificate or license for operating specialized motorbikes; a vehicle registration certificate or a certified copy of the vehicle registration certificate with the original valid receipt from the credit institution (during the time the credit institution keeps the original vehicle registration certificate); Inspection certificate, technical safety and environmental protection inspection stamp, certificate of validity period of the inspection certificate, and inspection stamp (for types of vehicles that require inspection ); Compulsory insurance certificate for civil liability of motor vehicle owners and other relevant necessary documents according to regulations (hereinafter collectively referred to as documents).
When the databases are connected to the electronic identification and authentication system and the information on the status of the documents can be determined, control can be conducted by checking and comparing the information of those documents in the electronic identification account, which is considered equivalent to directly checking the documents;
b) Control the conditions for participating in traffic of motor vehicles
Implement control in the sequence from front to back, from left to right, from outside to inside, and from top to bottom, including the following contents: Shape, external size, paint color, front, rear license plates, and sides of the motor vehicles; Technical safety and environmental protection conditions of motor vehicles, specialized motorcycles according to regulations;
c) Control compliance with the regulations on road transport safety.

According to these regulations, traffic police have the authority to request the stopping of motor vehicles to check driving licenses and other vehicle documents, such as:
- Inspection certificate;
- Vehicle registration certificate;
- Authenticated copy of the vehicle registration certificate with the original copy of the vehicle registration certificate in the case where the original vehicle registration certificate is held by a credit institution;
- Compulsory civil liability insurance certificate of the vehicle owner.
- Other necessary documents related to regulations.
