What is the organizational structure of Vietnam Television from March 1, 2025?

On February 28, 2025, the Government of Vietnam issued Decree 47/2025/ND-CP (document attached at the end of the page) detailing the functions, tasks, powers, and organizational structure of Vietnam Television, which takes effect from March 1, 2025.

The organizational structure of Vietnam Television from March 1, 2025 is as follows:

(1) Office.

(2) Personnel Organization Department.

(3) Planning and Finance Department.

(4) Inspection Department.

(5) Program Department.

(6) Current Affairs Department.

(7) Specialized and Educational Program Department.

(8) Art Department.

(9) Ethnic Language Broadcast Department.

(10) Foreign Broadcast Department.

(11) Culture and Entertainment Department.

(12) Sports Department.

(13) Multimedia Editorial Department.

(14) Television Film Center.

(15) Vietnam Television Center in Ho Chi Minh City.

(16) Vietnam Television Center in the Central - Central Highlands Region.

(17) Vietnam Television Center in the Southwest Region.

(18) Technical and Art Production Center.

(19) Digital Content Production and Development Center.

(20) Broadcasting Technology and Transmission Center.

(21) Advertising and Copyright Exploitation Center.

(22) VTV Times.

Vietnam Television has representative offices abroad established in accordance with the law.

Units mentioned from (1) to (4) are assisting the General Director; the unit mentioned in (5) assists the General Director and produces programs; units mentioned from (6) to (18) and foreign representative offices are program production organizations.

The unit mentioned in (19) is responsible for producing and providing content on digital platforms; the unit mentioned in (20) is a technology and program broadcasting organization; the unit mentioned in (21) conducts business and copyright exploitation; the unit mentioned in (22) is a press agency, a public service provider under the station.

The General Director of Vietnam Television will report and seek the Prime Minister's opinion on the establishment, dissolution, and organizational arrangement of other units under his/her authority according to legal regulations and submit to the Prime Minister of the Government of Vietnam to issue lists of other public service providers under Vietnam Television.

The Program Department is organized with no more than 10 divisions; the Office is organized with no more than 8 divisions.

What are the functions and powers of Vietnam Television?

According to Article 2 of Decree 47/2025/ND-CP, the functions and powers of Vietnam Television are as follows:

Vietnam Television performs the duties and powers stipulated by the Law on Organization of the Government of Vietnam, legal provisions of the Government regarding agencies under it, and the following specific tasks and powers:

- Develop and submit to the Government of Vietnam and the Prime Minister of Vietnam strategies, programs, long-term, medium-term, and annual plans, as well as other important projects and proposals of Vietnam Television; organize their implementation upon approval.

- Research, propose, and submit to competent authorities the issuance of national standards; promulgate basis standards as mandated by law.

- Organize the production, transmission, broadcasting, distribution, and storage of television programs, electronic newspapers, and printed newspapers by legal provisions.

- Participate in developing strategies and plans for developing the network of press, radio, and television facilities.

- Decide upon and take responsibility for the content, programs, and daily broadcasting schedules on Vietnam Television channels by legal stipulations.

- Manage directly the specialized technical systems of Vietnam Television for content production; signal transmission over telecommunications infrastructure, broadband internet; satellite, terrestrial, and cable television broadcasts; provide programs and channels nationally and internationally, as per legal regulations, on Vietnam Television's digital platforms and others.

- Deliver external information in Vietnamese and foreign languages for overseas Vietnamese and foreigners through various television programs, channels, and media types.

- Lead and cooperate with local television and broadcast stations in the production of programs aired on Vietnam Television's channels.

- Manage and decide on investment and construction projects within its authority by law; assess important proposals and projects in its field of expertise as assigned by the Prime Minister of Vietnam.

- Vietnam Television applies a self-management mechanism, taking responsibility for its mission, organizational structure, and workforce management; follow financial and salary mechanisms based on operational results like a state-owned enterprise; operate not for profit.

- Collaborate with ministries and related agencies to develop and submit to competent authorities the financial mechanism of Vietnam Television according to the law.

- Exercise ownership representation rights, manage state-owned capital investments to establish or contribute to enterprises by legal provisions.

- Implement research, apply scientific and technological advancements, and digital transformation activities within Vietnam Television; study and develop digital television platforms (online) applying information technology, digital technology, and digital transformation to enhance audience participation and content creation.

- Train and educate professional, operational, and vocational skills in the fields of television and media; engage in international cooperation in television and related multimedia fields under legal regulations.

- Decide upon and implement administrative reform programs of Vietnam Television following the goals and content of the state administrative reform programs approved by the Government and Prime Minister of Vietnam.

- Manage organizational structures, public employees, and laborers; decide on appointments, reappointments, dismissals, commendations, and disciplines; direct the implementation of salary policies and other reward policies, training, and fostering for public employees and laborers under the management scope of Vietnam Television by law.

- Manage and use the budget and public assets according to legal provisions.

- Resolve complaints and denunciations within its jurisdiction; prevent and combat corruption and waste according to the law.

- Organize service provision activities as stipulated by law.

- Implement reporting policies to the Government, Prime Minister of Vietnam, the ministry assigned state management of journalism, and other competent authorities according to the law.

- Perform other duties and powers as prescribed by law.
